Wraith is cold, calculating, and perhaps most of all, charismatic. Even his voice lends to his charm when it comes to enticing a crowd. While whatever underlying motives he has are unclear, what he has made clear is that he wants to depose of the government and put an end to the "oppressive" vigilantes and their villainous counterparts, clear the communists and other gangs out of the city, and somehow set up a new form of government. He is highly intelligent and motivated, and judging by his voice, American.
Equipment
While he himself usually only appears in his black mask and a suit, his henchmen are well equipped with military grade weaponry and equipment, implying that he or someone backing him is very wealthy.

Milly Price was an aristocrat before the war, and when a bomb crippled her ability to move without aid, she was powerless to stop the occupying Nazis from stealing all her wealth. After the war, the government was too crippled and broke to compensate her, and she became bitter. Motivated by greed and a twisted desire to inflict her own pain on others, Milly became Crutch, mob boss and criminal psychopath. She's smart in the way that people born to wealth are smart. Educated, but perhaps not inclined to higher intelligence like some people are.
Equipment
Crutch herself uses her crutch(what a surprise!) which is a black cane with a screw off top that conceals a blade within. In addition to that, she carries assorted knives and sometimes a gun. Her gang typically use handguns and submachine guns when available, or baseball bats and clubs. Breaking legs is their specialty.

F?hrer

Description
No one outside of the F?hrer's top lieutenants ever see's him, so even much of his own gang doesn't know what he looks like. It is assumed he is Caucasian of German ancestry because of his views and his German accent.
Personality
The F?hrer is a man after Hitler's own heart. He has a fervent hatred of Jews, blacks, homosexuals, Americans, Russians, Communists...the list goes on and on. It's clear to anyone with any basic understanding of psychology that he has a superiority complex and fashions himself after a man he's repeated stated was "the only man (he) had ever looked up to." Every day he spouts endless rants about the glory of the Nazi party and the German people and about how all others are trash.
Equipment
The F?hrer's men carry an assortment of weapons and equipment. Their uniform is a slightly modified German army uniform and the higher ups tend to wear SS uniforms, and most of their weapons are leftovers from the German occupation, although they will use any they find.
