(AP) ? European Central Bank president Mario Draghi has already taken Europe's monetary authority into uncharted territory.

Now, with the debt crisis in Europe threatening further disaster, he may have to push it even farther into the unknown to save the euro.

The 17 countries that use the euro are struggling as economies across the region face deepening recessions. Spain and Italy, the two chief trouble spots, are threatened with a financial collapse that could tear the 13-year old currency union apart and rock the global economy.

Spain's bond borrowing costs, or yields, have hit record highs recently as it tries to prop up its stricken banking sector and meet requests for financial aid from its regional governments. That has raised fears the country may be the next to seek a bailout from the other eurozone countries, following Ireland, Greece, Portugal and Cyprus. Italy, attempting to keep a handle on its debts in a stagnant economy, is also feeling the heat.

Then last Thursday, Draghi sharply raised expectations for more central bank action when he vowed the ECB would do "whatever it takes" to save the 17-country euro, and that "believe me, it will be enough." Markets jumped on the news, expecting that the bank could soon intervene in bond markets to drive down the borrowing costs that are threatening Spain and Italy.

In the days following Draghi's comments, politicians across Europe have added their voices to pledges of action for the eurozone. First came a joint statement from Angela Merkel of Germany and France's Francois Hollande, followed by another from Merkel and Italy's Mario Monti. This was followed by the head of the eurozone's finance ministers group, Jean-Claude Juncker, and German finance minister Wolfgang Schaeuble.

All eyes are on Draghi to see what the ECB can deliver.

Yet Draghi and the 23-member governing council face a key constraint: they must contend with the demands of fear-stricken financial markets on one side and its founding treaty on the other.

The 1992 treaty gives the bank an overriding mandate to control inflation first, and only then to seek other goals such as growth. It is forbidden from supporting the finances of eurozone governments. That's different from other central banks, such as the U.S. Federal Reserve and the Bank of England, which have broader crisis-fighting powers.

The Fed is meeting this week and could decide to take more action to stimulate a weakening economy.

How far can Draghi go? The bank also has a meeting this week but could act at any time. Here are some possibilities ? and their drawbacks:

BUY GOVERNMENT BONDS:

Buying bonds drives up their prices, and pushes down their interest rates ? or yields. That's because prices and yields move in opposite directions. Starting in May, 2010, the ECB intermittently bought more than ?200 billion worth of bonds of shaky governments including Italy and Spain, on the open market.

DRAWBACK: The effort did not do much to calm the crisis. Its impact was blunted because the ECB stressed it was limited in amount and focused only on spreading the ECB's interest rate policy throughout the eurozone. It is opposed by some, including Germany's Bundesbank, which has a seat on the ECB's board, as blurring the bounds between influencing interest rates ? the ECB's job? and helping government finances, which it can't do.

Europe's temporary bailout fund, the European Financial Stability Facility, could buy bonds ? but has limited resources on its own.

TURNING THE BAILOUT FUND INTO A BANK:

By agreeing to a banking license for the European Stability Mechanism, the bailout fund set up by the countries that use the euro, the ECB would enable the fund to borrow from the ECB and use that money to buy the bonds of troubled governments from investors on the open market.

Because the ECB can create as much money as it wants in order to lend, the ESM could in theory raise several trillion euros if it had to. And because the ECB is not helping out governments directly, it can be argued the practice would not fall foul of the treaty.

"That is the No. 1 concrete thing they could do," said Karl Whelan, an economist at University College Dublin and former staff economist at the Federal Reserve. "There is nothing illegal about it. People would stop staying the eurozone doesn't have the firepower to fund Spain and Italy. It would be the end of that concern."

DRAWBACK: Nonetheless, Draghi and others say the idea is still too close to financing governments. He made a forceful statement July 5 that the move would violate the ECB's mandate and would mean violating its mandate, thus "destroying its credibility."

Still, the ECB has reversed course on other issues during the crisis.

LEND TO BANKS:

The ECB could expand its lending to banks for short-term loans. It would do that by agreeing to ease its rules on what types of collateral it could take for banks for these loans. It has already done this several times before and also given banks unlimited credit.

It could also make a third offer of cheap, three-year loans to banks, after two rounds that handed out ?1 trillion in December and February. Some banks used the money to buy government bonds. That's allowed under the ECB treaty because the ECB can loan any amount to banks ? just not to governments.

DRAWBACK: Banks holding too much government debt is already one of the key risk factors in the crisis. A government default would hurt banks and cut off lending to the wider economy. More lending could make that worse.

CUT RATES:

Analysts say the ECB has room to cut the main refinancing rate it charges banks for loans from the current all-time low of 0.75 percent. It could also push the rate it pays banks for deposits ? currently zero ? into negative territory, a move aimed at pushing them to lend funds rather than stash them with the ECB. This could help bolster currently weak growth ? which would help government tax revenues and make it easier to pay debts ? and lower costs to shaky banks.

DRAWBACK: Rates are already very low and it's not having much effect on business activity and borrowing.

Jonathan Loynes, chief European economist at Capital Economics in London, says Draghi's remarks last week were a "pretty strong signal" the bank might intervene in government bond markets with limited purchases aimed at lowering countries' borrowing costs, as it has before on a limited basis. Markets, however, appear to hope for that plus more, a comprehensive new approach.

"My guess is, the markets will be disappointed," Loynes said. "There was a lot of emphasis on those three words, 'Whatever it takes.' "But there are three other words that are just as important: 'Within our mandate.'"

Adventure Travel Company Kumuka Worldwide Goes Out Of Business

From: Gadling - 8:16am - July 31, 2012

Filed under: Ecotourism, Budget Travel, NewsFor nearly 30 years, adventure travel company Kumuka Worldwide had been seen as a tour operator that provided affordable and high quality itineraries to practically every corner of the globe. The company's extensive catalog included more than 600 tours to such far away places as Africa, Antarctica, Australia and more. But that all changed recently when Kumuka announced that it was going out of business, leaving many customers scrambling to make alternate travel plans while also trying to find a way to get their money back. About two weeks ago, U.K. based Kumuka posted a message on its website announcing that the company was suspending trading and going into voluntary liquidation. They informed customers that if they booked on a trip that was departing prior to July 22, their tours were safe and would go off without a hitch. But those that had ...

SAN FRANCISCO >> Two tech titans will square off in federal court Monday in a closely watched trial over control of the U.S. smart phone and computer tablet markets.

Apple Inc. filed a lawsuit against Samsung Electronics Co. last year alleging the world's largest technology company's smart phones and computer tablets are illegal knockoffs of its popular iPhone and iPad products. The Cupertino-based company is demanding $2.5 billion in damages, an award that would dwarf the largest patent-related verdict to date.

Samsung counters that Apple is doing the stealing and that some of the technology at issue ? such as the rounded rectangular designs of smart phones and tablets ? have been industry standards for years.

The U.S. trial is just the latest skirmish between the two over product designs. A similar trial began last week, and the two companies have been fighting in courts in the United Kingdom and Germany. The case is one of some 50 lawsuits among myriad telecommunications companies jockeying for position in the burgeoning $219 billion market for smartphones and computer tablets.

In the United States, U.S. District Court Judge Lucy Koh in San Jose last month ordered Samsung to pull its Galaxy 10.1 computer tablet from the U.S. market pending the outcome of the trial, though the judge barred Apple attorneys from telling the jurors about the ban.

"That's a pretty strong statement from the judge and shows you what she thinks about some of Apple's claims," said Bryan Love, a Santa Clara University law professor and patent expert. Love said that even though the case will be decided by 10 jurors, the judge has the authority to overrule their decision if she thinks they got it wrong.

"In some sense the big part of the case is not Apple's demands for damages but whether Samsung gets to sell its products," said Mark A. Lemley, a Stanford Law School professor and director of the Stanford Program in Law, Science, and Technology.

Lemley also said a verdict in Apple's favor could send a message to consumers that Android-based products such as Samsung's are in legal jeopardy. A verdict in Samsung's favor, especially if it prevails on its demands that Apple pay its asking price to certain transmission technology it controls, could lead to higher-priced Apple products.

Lemley and other legal observers say it's rare that a patent battle with so much at stake doesn't settle short of a trial. Court-ordered mediation sessions attended by Apple's chief executive Tim Cook and high-ranking Samsung officials failed to resolve the legal squabble, leading to a highly technical trial of mostly expert witnesses opining on patent laws and technology. Cook is not on the witness list and is not expected to testify during what is expected to be a four week-trial.

Lemley, Love and others says it also appears that Apple was motivated to file the lawsuit, at least in part, by its late founder's public avowals that companies using Android to create smartphones and other products were brazenly stealing from Apple. To that end, Samsung's attorneys made an unsuccessful pitch to have the jury hear excerpts from Steve Jobs' authorized biography.

"I will spend my last dying breath if I need to, and I will spend every penny of Apple's $40 billion in the bank, to right this wrong, I'm going to destroy Android, because it's a stolen product," Jobs is quoted as saying in Walter Isaacson's book "Steve Jobs" published in November. "I'm willing to go thermonuclear war on this."

But the judge barred those statements in a ruling earlier this month.

Electronic Photography Tips: How to Just take Creature PhotosPart OneAre you good with animals? Do you?ve that particular something that only attracts animals to you? Why not use that skill with your camera to create extra money.Pet entrepreneurs want images of there beloved dog. If it is really a hamster, lizard, pet, cat or perhaps a horse. They want good quality digital photo?s of their animals. Some ways you have access to jobs is always to market in your local newspaper, or on the web. You may just be surprised at how many responses you?ll get.Not only can you offer the digital print but there are other ways managers want to remember there animals. Certificate plates, essential bands, glasses, calendars, also T-shirts.In this informative article I?ll offer you some suggestions on HOW to get wonderful photo?s of animals. One?s the pet owners would be happy to display and show their friends.I would recommend you will find out what type of character the pet has. No two creatures are the same. Some are lazy and prefer to set around all day not doing a lot of everything. Others are very productive. Operating, getting, having fun with other animals.I had your pet dog that could follow the water coming out of a line. He?d leap up in the air and try to bite it.Another one that would chase her tail and really get airborne moving up to get it.Or what about that dwarf hamster running inside it is wheel. Alone it?s not much but put in a slower hamster and the fun really begins. Mine are amusing. One will undoubtedly be working extremely fast and the other sometimes goes completely around. Or perhaps gets thrown out of the wheel. But always comes back for more. How about the baby calf? Just just created exploring a blade of grass. That lawn goes in the wind and the leg jumps. These are just a few examples of some good photo opportunities.Another idea will be when you live in an where there are horse shows, people love to have pictures of there horses in action.I live in the Ocala, Florida area. We?ve a lot of race horse?s in this region. We also provide Show Jumpers and Traveling Marathons. (horse?s dragging carts through limitations). We have place shows, 4-H shows and one per year High School Rodeo?s. Anybody of these would be a good place to provide your services to take digital photo?s for the owners.Parents wanting to see images of their kids earning ribbons. Jumpers groing through walls. You might get one of the horse removing, one of it at the peak of the jump and one of it getting. Children barrel race at High School Rodeo?s or riding bulls. These are just a few options. If you?re planning to be using digital photo?s of little animals, pets, cats, birds, lizards, you wish to chose a place the animal feels comfortable. Also, consider the background. Ensure the background does not get your eye more then your animal you?re taking a photograph of. You want them to be the key focus, the first thing that catches your attention when you consider the image. When taking a photograph of a puppy try and get as close as possible. This might not necessarily be easy, especially if the pet is quite effective, but it will enhance more detail. If it is only really impossible to get close then provide your camera with a contact lens. This can assist in isolating your dog when it comes to depth of field. It?ll also somewhat blur the trunk surface and make your furry friend the center of attention.Another method to get great electronic photo?s is always to get down on there stage. Sure, you may seem silly running around in the soil to get a snakes eye view, but just think of the fantastic images that can come of it.Most entrepreneurs wouldn?t even think to do something like that. They simply take photo?s from above there dog or while holding them. This can make the photograph special for them. Experiencing there pet the way another dog would see it.You may possibly also have a tool liven up on holidays and keep the pet or at the lowest be int he image with the pet. Think about an Bunny or Santa Claus?Take a variety of different sides of your pet. Concentrate on there eyes, ears, nose or even there whiskers for face photos. Take a full body shot, half body shot. These pictures provides you with pictures of different aspects. Everybody takes photographs from the leading view. Make your?s different. For example: a sleeping semi curled up making use of their at once their paws. Take the picture as the full picture from the front, from the back, from the side.NOW is the time to take ACTION and start getting anything you like to do into practice. DON?T WAIT!!!! Visit my internet site to understand more about the business of creating money along with your digital camera.

Syria opposition chief urges international action on Aleppo

ABU DHABI (Reuters) - The head of the Syrian National Council (SNC), the main umbrella group for opposition to President Bashar al-Assad, said the SNC's foreign allies would be responsible for bloodshed in the city of Aleppo if they did not act quickly to prevent it.

"Our friends and allies will bear responsibility for what is happening in Aleppo if they do not move soon," Abdelbasset Sida, visiting the United Arab Emirates for talks with officials, told a news conference early on Sunday.

Asked how the SNC's allies could help, Sida said they would have to act outside the United Nations Security Council because initiatives within the council could be vetoed. Russia has blocked efforts to threaten Assad with U.N. sanctions.

"Any action has to be from outside the Security Council through an Arab League initiative and through a resolution passed by the General Assembly," he said.

On Saturday, Syrian military helicopters pounded a rebel-held district of Aleppo and armoured units positioned themselves for an attack on Syria's biggest city, opposition sources said.

92% Headhunters

All Critics (85) | Top Critics (22) | Fresh (78) | Rotten (7)

"Headhunters" is an absurd amount of grisly fun, which is a good thing, since, looked at in any great detail, it probably doesn't hold up all that well.

'Headhunters" is a frighteningly well-made thriller about an amoral art thief on the run.

"Headhunters" is a bit like an Ikea desk assembled with your nondominant arm -- sleek and attractive, but likely to fall to pieces if you look at it too hard.

"Headhunters" will indeed hand you your head.

A cat-and-mouse game with the giddy excitement of a heist movie.

It's crisp entertainment even as plot absurdities gum up the works - you can almost hear the pages turn as you watch.

Headhunters (Hodejegerne) is a roiling Norwegian mix of Hitchcock and Wile E. Coyote, with a generous dose of feces and blood. Headhunters is a mind game. And a blood sport.

... sort of like being mugged by a banshee: It's all very loud and exciting and after it's over you're left with a vague feeling of unease to go along with the lighter wallet.

The film holds its twists too close to the chest, and there's little to chew on till the ambitiousness of its plotting is revealed late in the film.

By film's end, we're deep into Coen brothers territory, with an extra splash of Sam Raimi-level gore.

a twisted and twisting take on the potentially lethal outcomes of male ego and insecurity, which find their greatest embodiment in capitalism at its most aggressive

Sleek and relentless, it's a provocative, darkly comedic thriller.

Suspenseful, wickedly funny and clever, Headhunters offers more bang for your buck than most modern crime thrillers.

"Headhunters" isn't a pretty film, and it doesn't always entirely make sense, but it races along like a man chased by killers.

The good guy in the Norwegian "Headhunters" looks like a bad guy, and the bad guy looks like a good guy. And that's just one of the ways this dazzling movie messes with us.

HEADHUNTERS is an exhilarating thriller with great visual flare, top notch acting, and a story that will have you so involved that you'll possibly have no fingernails by the end of it!

Like a Teutonic techno band, this thriller is both skillfully familiar and chillingly strange.

...a sordid blast of delirious violence, brutal corporate satire, and male inadequacy.

This is one funny, gory, high-class crime thriller and my favorite Norwegian export since 'Troll Hunter.'

Do yourself a favor and see this one before some Yank director gets it all wrong.

Headhunters is a slick entertainment with well-orchestrated chases and bloody shootouts, though its characterizations are shallow and sketchy.

Do you love ice cream? Thank a supercomputer

10 hrs.

Scientists have cranked up a supercomputer to improve on one of life's simplest pleasures, by tweaking the texture and extending the shelf life of ice cream.

This might be seen as an egregious overuse of technology to anyone who?s stood around an old-fashioned ice-cream maker cranking the handle on a bucket full of rock salt and ice, but serving up the treat to the masses is big business, and tastier, longer lasting frozen treats could mean big bucks.

Big enough, Gizmodo notes, to justify harnessing the power of computer packing a total of 1,872 processors to model the complex interactions between the various ingredients in your favorite pint of frozen flavored sugar milk to find the best combination.

The collaboration between?researchers at the University of Edinburgh's Soft Condensed Matter Physics group and the Edinburgh Parallel Computer Center harnesses supercomputers to "study, predict and ultimately improve the behavior of 'soft matter'." Ice cream happens to be the tastiest example.

The same technology has been used to model weather patterns and nuclear explosions, explains a promotional video from Nvidia, whose processors are packed in the Cray supercomputer.?

The ice cream modeling research is also applicable to engine oil, paints, ketchup, mayonnaise, even soaps and shampoos, according to Alan Gray at the University of Edinburgh.

PFT: Wayne brings in national guard to camp

Richard Bartel, Kevin Kolb, Ryan Lindley, John SkeltonAP

At a Cardinals Fan Fest last month, quarterback Kevin Kolb heard the boo birds.? At the annual Red and White scrimmage on Saturday, a record crowd of roughly 14,500 was more restrained ? despite Kolb?s performance.

According to the Associated Press, Kolb was ?heckled a bit by a few in the crowd? after throwing a pair of interceptions.? Kolb and John Skelton shared snaps with the first-string offense.

?It all comes out of my hands so it?s ultimately on me,? Kolb said.? ?That?s the way I?ll approach it and look at it and move forward.?

Receiver Larry Fitzgerald put the blame more broadly on the entire offense.

?I thought we definitely could have executed better,? Fitzgerald said.? ?That falls on us as players.? This is the first week of camp.? We?re running our base offense.? This is stuff we should be able to do in our sleep.? There?s nobody to blame but the 11 of us breaking the huddle.?

Kolb threw a touchdown pass, Skelton didn?t.? But Skelton didn?t throw any picks.

Coach Ken Whisenhunt cautioned against drawing any conclusions from their respective performances.

?Kevin was the guy that had the second spot in the rotation today so he was playing with the No. 2 line a lot.? In fact, we had a center in there that hadn?t taken any snaps because we had one go down in practice [Friday].? We had some protection issues where he didn?t get a chance to sit in there but he had some dropped balls, too.? It?s kind of hard to evaluate it.? That?s why you don?t make snap judgments when you?re doing this with the quarterbacks.?

Frankly, the fact that Kolb had the second spot in the rotation seems more alarming than his performance.

Then again, maybe Whisenhunt simply wanted to insulate Kolb from the indignity of being greeted by boos.

Weight Control Can Cut Women's Diabetes Risk, Study Shows

FRIDAY, July 27 (HealthDay News) -- Weight control through diet and exercise can prevent most cases of type 2 diabetes in American women over age 50, a new study finds.

Researchers from the University of Massachusetts Medical School in Worcester, Mass., analyzed data from more than 150,000 postmenopausal women who were followed for more than 10 years. Hispanics and Asians were about twice as likely as whites to develop diabetes; blacks were two to three times as likely.

Those differences were largely due to modifiable lifestyle factors such as diet, physical activity and smoking, the researchers said.

The study also found that a large reduction in diabetes risk among women would occur in all four racial and ethnic groups if they maintained a healthy body weight, ate a healthy diet and were physically active.

Maintaining a body-mass index (BMI) of less than 25 appeared to be particularly important in reducing diabetes risk. BMI is a measure of body fat based on height and weight.

"Our work shows that among numerous races [and] ethnicities, the women with both high body-mass index and low levels of physical activity are far more likely to develop diabetes," primary investigator Dr. Yunsheng Ma said in a medical school news release. "A healthier diet and adequate levels of physical activity significantly lower that risk for most women."

The study was published July 23 in the journal Diabetes Care.

Type 2 diabetes, the more common type, means the body doesn't produce or properly use the hormone insulin, which is needed to convert food into energy. Untreated, type 2 diabetes can cause damage to the heart, eyes, kidneys and other organs.

Capital One to pay $12M in case on servicemen

The Justice Department says Capital One has agreed to pay $12 million to resolve allegations the bank violated special protections in federal law for members of the military.

The government says Capital One wrongfully foreclosed on some homes and improperly repossessed some cars. In addition, the government says the bank obtained wrongful court judgments against some service members and improperly denied interest rate relief on some credit card and car loans.

In a settlement under the Servicemembers Civil Relief Act, Capital One will pay at least $125,000 to each service member whose home was unlawfully foreclosed upon and at least $10,000 to each service member whose vehicle was unlawfully repossessed.

Capital One will provide $5 million to service members denied appropriate benefits on credit card accounts, auto and consumer loans.

Elements Concerning Pest Control Phoenix

Pest control is used as a way to regulate a species considered a pests because of the negative effects it can bring about to humans, economy and ecology in the environment which it takes over. This is necessary in many locations worldwide. Pest control Phoenix services are widely available to citizens in the area.

Many of the techniques for control date back to the beginning days of agriculture. Even historically, there was a need to keep specific pests from certain areas and crops. The practice itself may be very important, as it could relate to saving the food production. When carried out properly, food supply may be maximized when the pests are handled. Among the most traditional approaches is crop rotations, companion planting and the development of pest-resistant organisms.

Generally, these pests are caused by the actions of humans. Modifying such behaviors can decrease the problem. An example would be people who choose to feed animals in locations in which it is not authorized, bugs that gather wherever humans are present and more. As living organisms these animals evolve and with time, develop a resistance to chemical, physical and even biological regulation strategies.

The most common techniques used can be narrowed down to 10. With biological regulation strategies, the objective is to introduce natural predators or parasites to the equation. This technique is not believed to cause an major impact on the remaining ecology. Still, it is considered natural and has the ability to reduce the occurrence of an unequal environmental landscape.

It is suggested that the breeding grounds for creatures are eliminated. This is done under the concept that the pests will leave the area and find a new source of shelter and food, if the area is no longer available to them. Drainage of still water and disposal of garbage are major steps in this process, as many creatures set up camp in these areas. These spots may serves as a reliable source of shelter and food for the unwanted species.

In situations where there is little to no food available, poisoned bait can be utilized to attract and then deter or kill of pests. This is most successful when there are not other sources of food readily available. To kill off insects or eggs that have taken over a field, burning the entire field of land may be done. Hunting pests is another viable option.

Traps are known to be a solution that is inexpensive, but effective in relation to rodent removal. Before these devices are installed, individuals should know the quantity and type of pest being regulated. In some instances, glue boards are the most practical trap type. Once the pest has been trapped, it can put to death or let free, depending on the model of trap. Repellents, removal of infected plants, space fumigation and treatment and sterilization are a few other options. The natural removal of pests is recommended to maintain or rehabilitate a certain population of species.

Pest control Phoenix companies provide a variety of services to add in the removal of unwanted animals. The prices, methods and overall success will differ. In some situations, work may be necessary at a residential property or with business properties, including crops, land and buildings.

Swimming robot to help future Olympians

5 hrs.

Japanese researchers are building a human-like robotic swimmer that could help athletes swim faster, or at least wear speedier swimsuits.

Among other things, the Swumanoid will give researchers insight into the propulsive force created by a swimmer?s hands, which is difficult to gauge with sensors on an actual human, Motomu Nakashima from the Tokyo Institute of Technology told the video news website Diginfo TV.?

The robot is modeled after a competitive swimmer, built to half scale. Waterproof motors reproduce swimming motions. It currently swims about three times slower than the?current 100-meter freestyle record-holder,?Brazilian Cesar Cielo.?

Nakashima said the robot will find use in sports research. It might also serve as a rescue robot. Given other developments on the robot lifeguard front, it?s beginning to look like a favorite summer job is about to be automated.

Clinton to Myanmar: Keep up the reforms

Though media laws have been relaxed in Myanmar, reporting on politics or sensitive subjects like ethnic unrest are still subject to censorship.

As Secretary of State Hillary Clinton today urged Myanmar's president to continue with economic and political reforms, two newspaper editors fought media censorship battles in lower courts.

In the past two years, Western nations have seen the new Myanmar president, Thein Sein, usher in a number of reforms, such as allowing an opposition leader, who has spent much of the past 15 years under house arrest, into the Parliament; the release of several hundred political prisoners; and the relaxing of censorship laws, leading to massive rollbacks of international sanctions.?

However, activists are quick to point out that Myanmar has a long way to go and cite the unrest in the Rakhine state in the west as perhaps as big a test for Myanmar's media as it is for its government. Though media laws have been relaxed, and the government has promised further loosening of restrictions, news media reporting on politics or sensitive subjects like ethnic unrest are still subject to censorship, as shown by the court cases against the weekly journal The Snapshot, and another weekly publication, the Modern.

?Until now, the government has been relaxing its abusive control of the media but, as it does not know how to assist the media in the new, rapidly emerging political and economic environment ? and has initiated at least three prosecutions since the start of the year,? Reporters Without Borders said in a recent statement.

Ethnic and sectarian violence that left more than 60 dead broke out in Rakhine state last month after news spread that a Buddhist woman was raped and killed by three ethnic Rohingya Muslims.

State newspapers highlighted the ethnicity and religion of both the rape and murder victim and the suspects, who were later convicted, using an ethnic slur to refer to the men accused of the crime.

The ministry of information, responsible for controlling the press and publishing state sanctioned news, reacted by indefinitely postponing the lifting of the country-wide practice of pre-screening news copy, initially planned for June 30. It claimed private media had incited violence.

The government accused Myat Khaing, editor of Snapshot, of defamation with the intent of inciting violence for publishing an image of the victim's corpse. A conviction carries a sentence of up to seven years.

?We are facing unjust British laws,? Mr. Myat Khaing?s lawyer told reporters outside the court last week. ?The reports in question simply repeated information that had already appeared in state media and on the Internet, and appeared after demonstrations had already occurred.?

The case is scheduled to continue next week, but cound drag on for several months, as delays are typical of the Myanmar court system. The journal is is suspended from publication.

?Conflict in Rakhine state has shone a harsh light on the sensitivity of the media environment and the very fragile nature of the newly recovered, but partial media freedom,? said Reporters Without Borders in a statement.

Myanmar's judiciary still lacks independence, and enforces antiquated and confusing laws drafted in the colonial era that have been amended and changed by several different military governments to support authoritarian rule since 1962.

In an impromptu press conference yesterday, Aung San Suu Kyi stressed the importance of an independent judiciary and rule of law.

?Courts in Myanmar are a tool of the government,? says Nyan Win, legal adviser of Ms. Aung San Suu Kyi?s party, the National League for Democracy, pointing out that many rulings are pre-determined, and rarely based on evidence. He says judges still make decisions based on directives handed down from the military.

Jackson kids get new guardian in family power struggle

LOS ANGELES (Reuters) - Michael Jackson's three children were given a new guardian on Wednesday in an escalating power struggle within the famous musical family involving the singer's multimillion-dollar estate and the well-being of his elderly mother.

Los Angeles Superior Court judge Mitchell Beckloff gave temporary guardianship of the children to their cousin Tito Jackson Jr., 34, at his request, after a chaotic week of conflicting reports over the health and whereabouts of family matriarch Katherine Jackson

Katherine Jackson, 82, who was appointed guardian of Prince Michael, 15, Paris, 14, and Blanket Jackson, 10, in her son's will, was reported missing by granddaughter Paris last week.

Paris said in a series of angry Twitter posts that she hadn't been able to speak to her grandmother for nine days, but Katherine was later said by family members to be resting under doctor's order at the Arizona home of one of her daughters.

Attorneys for both Tito Jackson Jr. and Katherine Jackson raised questions at Wednesday's court hearing over whether Katherine's absence from her Los Angeles home was voluntary.

Tito Jackson Jr., the son of Michael's older brother Tito, told Beckloff that he spoke on Tuesday to Katherine but that she was talking strangely and seemed to be speaking in code.

"I never heard my grandmother talk like that," he said. "I'd ask simple questions and she wasn't sharp."

Another brother, Randy Jackson, told ABC News in a phone interview earlier on Wednesday that Katherine Jackson was on her way back to Los Angeles after being ordered by doctors to "isolate herself from the world and rest."

ANGRY CONFRONTATION

The family dispute broke into the open earlier this week in an angry confrontation, seen on security video, between Paris and her aunt, singer Janet Jackson, at a large compound in Los Angeles owned by the family made famous by the Jackson Five brothers in the late 1960s and 1970s.

Janet Jackson, who enjoyed a hitmaking solo career, and four of her siblings are embroiled in a dispute over the validity of their brother Michael's will, which handed guardianship to his mother and placed his estate in the hands of two executors.

The will stipulated that money earned by the estate would benefit the "Thriller" singer's mother and his kids, but the siblings claim Jackson's signature was forged and that he was not in California on the date it was signed.

The executors of the estate - entertainment lawyer John Branca and music executive John McClain - insist the will is valid and said earlier this week they were concerned about protecting the kids from "undue influences, bullying and greed."

Since Jackson's death at age 50 in June 2009, the executors have approved numerous projects including a posthumous concert rehearsal film "This Is It", a Cirque du Soleil show, and releases of new and old Jackson music and videos. The estate also controls the rights to much of his music.

Music publication Billboard estimated in 2010 that the "Thriller" singer's estate generated about $1 billion in revenue in just the first year following his death from an overdose of the surgical anesthetic propofol.

According to financial documents filed recently with a Los Angeles probate judge, the estate has earned $475 million in gross profits since Jackson's death, and much of the singer's estimated $500 million debt has been resolved.

Katherine Jackson's attorney, Perry Sanders, said after Wednesday's court hearing that he will move quickly once his client returns to California to have her guardianship restored.

But Sanders also admitted to journalists that he had been unable to see Katherine after flying out to a spa in Arizona at the invitation of some of the Jackson siblings.

"They said she was there because of her high blood pressure and to get some R&R," he said. "I would have liked to have seen her."

Police: Cal Ripken's mom abducted, now safe

By ALEX DOMINGUEZ

updated 6:20 p.m. ET July 25, 2012

ABERDEEN, Md. - Cal Ripken Jr.'s 74-year-old mother was found with her hands bound in the back seat of her car Wednesday after she said she was kidnapped at gunpoint a day earlier at her home outside Baltimore and driven around blindfolded by her abductor, police and neighbors said.

Investigators do not know the kidnapper's motive and there was no ransom demand for Vi Ripken's release, Aberdeen Police Chief Henry Trabert said at a news conference.

The gunman forced Ripken into her silver Lincoln Continental between 7 a.m. and 8 a.m. Tuesday, police said. She was found bound and unharmed but shaken about 6:15 a.m. Wednesday near her home in Aberdeen, about 30 miles northeast of Baltimore.

When asked if police believe the kidnapper knew who he was abducting, Trabert did not answer, saying investigators don't know the motive or if the suspect has any ties to the Ripken family.

A next-door neighbor said Vi Ripken told him her kidnapper didn't seem to know that her son was the Hall of Fame infielder nicknamed "Iron Man" for playing in 2,632 consecutive games during his 21-year career with the Baltimore.

Gus Kowalewski said he spoke with Vi Ripken later Wednesday morning and she told him the gunman tied her hands and put a blindfold on her, but said he wouldn't hurt her.

"He lit cigarettes for her, they stopped for food," Kowalewski said. "He said, 'I'm not going to hurt you. I'm going to take you back,' and that's what he did."

Kowalewski said Ripken told him the gunman originally planned to put tape over her eyes.

"But he didn't do that because she said 'please don't do that 'cause I'm claustrophobic,'" said Kowalewski, a 72-year-old retired autoworker.

Instead, the gunman put some type of mask or blinders on her, and she could see somewhat out the sides, he said.

Ripken told her neighbor the gunman also didn't seem to know she was part of the Ripken family, who is well-known throughout the Baltimore area and to baseball fans all over.

"He said he just wanted money and her car," Kowalewski said.

Three years after voluntarily ending his Iron Man streak, Ripken Jr. retired in 2001. He is the chairman and founder of Ripken Baseball Inc., which he runs along with his brother, Bill.

He owns three minor-league baseball teams, including the Single A IronBirds based at the Ripken Baseball complex in Aberdeen, a middle-class area of about 15,000 people. Kowalewski said Ripken told him the gunman asked her about items in the car related to the Ironbirds and did not seem to know about the team.

Mike Hudson, 43, whose mother lives across the street from Ripken, said he was surprised the kidnapper came back to the neighborhood because police were swarming over the area about midnight.

"It's just hard to believe the guy came all the way back on the street and dropped her off. That makes me believe he was local, very local," said Hudson, who is staying at his mother's house while visiting with his daughter.

"I came out again at like five something, and all that scene was gone, I remember that. When I came out at eight, it was all crazy again with helicopters going over and I saw the car right away," Hudson said.

Ripken's car didn't appear to be damaged, he said.

"This has been a very trying time for our family, but we are grateful and relieved that mom is back with us, safe and healthy," the Ripken family said in a statement. "We want to thank everyone for their tremendous support, especially all of the law enforcement agencies that worked so hard and quickly."

Investigators determined that Ripken was missing Tuesday night after talking to Baltimore County Police, who notified the media about her disappearance shortly before she was found. The county borders the one where Aberdeen is located.

Aberdeen authorities have asked Baltimore County Police not to release its 911 tapes because the investigation is continuing. Police also would not say whether Ripken's credit or ATM cards had been used.

Vi Ripken described her abductor as a tall, thin white man with glasses wearing camouflage clothing, but police had no other details. The FBI and Maryland State Police were also involved in the investigation.

Ripken's brother, Bill, played second base in the major leagues. The two were managed for a time on the Orioles by their father and Vi's husband, Cal Ripken Sr., who died in 1999.

The family said that it could not comment further due to the ongoing investigation.

After the gunman left, Ripken honked her car's horn until a neighbor found her, Kowalewski said. He said he was surprised the honking didn't wake him up. Someone reported a suspicious car to authorities and she was found, police said.

Vi Ripken is founding chairwoman of the Cal Ripken Sr. Foundation, which, according to its website, helps to build character for disadvantaged young people. Besides Cal and Bill, she has another son and a daughter.

The Ripken Baseball complex also is home to the annual Cal Ripken World Series for 11- and 12-year-olds. Cal Ripken Baseball is the name for the 5-to-12-year-old division of the Babe Ruth League.

Ripken's business empire also includes youth baseball camps and clinics, a minor-league stadium design firm, a merchandising arm and a charitable foundation. Ripken has no formal role with the Orioles but has spoken about his desire to return to the team.

Ripken works as a studio analyst for TBS during its postseason baseball coverage. He is a pitchman for brands including Energizer, Under Armour and Chevrolet.

By Daily Express reporter

GB MEN'S coach Dragan Djukic wants his team to help the British public catch the handball bug as they take part in their first Olympic Games over the next fortnight.

Handball is among the most popular team sports played in Europe and participation figures are on the rise in the UK.

Team GB are not expected to advance past the preliminary stages, having only ever won one competitive match, but Djukic is looking beyond the Games. ?This is just the start of handball in the UK,? he said.

?I?m completely sure everyone who will watch the handball in the next two weeks will realise how excellent it is, it?s so close to the British mentality.

?It?s a team sport which is very quick with lots of goals. We hope to show the public how good it is and give the kids motivation to play .?
