Vallejo Mayor Osby Davis' Law Office Burns

The private law office of Vallejo Mayor Osby Davis caught fire overnight and fire investigators quickly declared the fire suspicious.?

Video from the scene Saturday morning showed extensive damage in the front lobby section of the office. The back offices also suffered smoke damage, according to firefighters.

Mayor Davis arrived on the scene while the fire was still burning. ? He told the Vallejo Times that to say he was upset would be an understatement.?

"I plan to keep going," Davis told the paper. "This is a bump in the road, a temporary hurdle. And we'll get past it and continue to do what we need to do."

Firefighters said they got the call about the fire at 1:30 a.m. and when they arrived flames and smoke were pouring from the one story structure in downtown Vallejo.

Fire investigators said they are looking into the possibility of arson.?

Vallejo police called in the FBI, and said they treating the fire as a case of possible domestic terrorism.

NBC Bay Area has learned police?have surveillance video from a building across the street . That video is being processed to?assist in the investigation.

Construction crews were on the scene by 7 a.m. with a plan to board up the building.?

Higher Training at Bangor University. The course she undertook, instigated by the Welsh government, was designed to enable fluent Welsh speakers to develop their Welsh language skills to a higher standard for teaching bilingually or through the medium of Welsh. ?It was hard work,? says Rhiannon who is now keen to progress her Welsh studies to masters level at Bangor University, ?I would definitely recommend it to others.? After Kenyan attack, Somali militants abandon city

MOGADISHU, Somalia (AP) ? Al-Shabab rebels pulled out of a key port city in southern Somalia, the group said Saturday, a day after Kenyan troops invaded and marched toward the city center and seaside port that long served as the militants' key source of funding, officials said.

Residents in Kismayo said they woke to find police and government headquarters abandoned by the militants, sparking a looting spree of the government and police headquarters.

"They withdrew from here last night. The town is not under anyone's control now," Mohamed Hassan, a resident, said. "People feel some relief now. We hope no more fighting will take place."

The withdrawal came about 24 hours after Kenyan forces made a beach landing and as inland troops from Somalia and Kenya moved toward the port city from the west.

"Looting and chaos is going on here. Thugs are taking advantage of the vacuum," Maryan Hussein, another resident, said. "The abandoned houses are being ransacked and the streets are occupied by people carrying belongings."

Col. Cyrus Oguna, a spokesman for the Kenyan military, said five al-Shabab fighters were killed in a battle overnight. Two commanders were killed in the fighting, the military said.

He said the Kenyan forces are still verifying the reports that al-Shabab had pulled out of Kismayo. "For now we are treating it as a theory," he said.

The Kenyan troops landed by boats in the northern part of Kismayo on Friday and moved toward the port, he said. He said that al-Shabab lost "many, many militants, including some key commanders" during battles on Friday that involved helicopter gunships.

Al-Shabab used Twitter to announce the news it was leaving Kismayo.

"Last night, after more than 5 years the Islamic administration in Kismayo closed its office," the tweet said. "Kismayo shall be transformed from a peaceful city governed by Islamic Shari'ah into a battle-zone between Muslims" and invaders.

Al-Shabab found little popular support in Kismayo because of the conservative brand of Islam it tried to impose on residents. Al-Shabab carried out public executions, whippings and amputations as punishments, and enforced a conservative dress code.

Al-Shabab was forced out of Mogadishu in August 2011 and lost one of its major sources of funding when it could no longer tax businesses in the city's main market. Since then the taxes al-Shabab charged on goods coming into Kismayo's port were seen as its last major funding source.

As it no longer holds any major cities in Somalia, al-Shabab is expected to operate more as an insurgent force that carries out suicide and roadside bomb attacks.

Donald Trump Says Mitt Romney Should 'Not Apologize' For Comments Captured In Secret Video

Donald Trump said Tuesday that Mitt Romney should "not apologize" for describing nearly half of all Americans as people "dependent on government" who are unable to take "personal responsibility for their lives."

The billionaire business magnate added that the presidential nominee had "probably [said] what he means.?

?We?ve seen enough apologizing already,? Trump said on NBC's "Today" show, the Washington Post notes.

?He cannot apologize. What he said is probably what he means and, he did say [it was] inartfully stated. The fact is he cannot apologize, he is going for those independents; he won?t get the votes of a lot of people he?s discussing, and if you?re not going to get the votes, let?s go on with it, but do not apologize," Trump added.

Trump's comments defending the Republican presidential nominee have come at a time when such support is proving scarce.

Earlier this year, Romney had told a private gathering of wealthy campaign donors that supporters of President Barack Obama will vote for the president ?no matter what.? His words -- now immortalized in a video that was surreptitiously recorded during a closed-door gathering of about 30 major donors earlier this year -- has triggered an onslaught of criticism from both liberals and conservatives.

"There are 47 percent of the people who will vote for the president no matter what," Romney said in one clip from the meeting. "All right -- there are 47 percent who are with him, who are dependent on government, who believe that, that they are victims, who believe that government has the responsibility to care for them. Who believe that they are entitled to health care, to food, to housing."

"[M]y job is not to worry about those people. I'll never convince them they should take personal responsibility and care for their lives," Romney added.

Jim Messina, Obama's campaign manager, was quick to lambast Romney's comments, saying that it would be "hard to serve as president for all Americans when you?ve disdainfully written off half the nation."

"It's shocking that a candidate for president of the United States would go behind closed doors and declare to a group of wealthy donors that half the American people view themselves as 'victims,' entitled to handouts, and are unwilling to take ?personal responsibility? for their lives," Messina said in a statement previously obtained by The Huffington Post.

Conservative pundit Bill Kristol also denounced Romney's comments, calling them "arrogant and stupid." In a blog post for the Weekly Standard, Kristol joked that the former governor should consider stepping down, giving way to the "Ryan-Rubio ticket we deserve!"

NBC's Joe Scarborough, a former Republican congressman from Florida, said Tuesday that Romney was reeling from ?one of the worst weeks for any presidential candidate in a general election that any of us can remember.?

Scarborough, who also appeared on "Today," said that the presidential candidate "seems too insulated by wealth and by life experience," the Washington Post notes.

But Romney is not without vocal supporters.

Republicans like Donald Trump and Republican National Committee Chairman Reince Priebus have jumped to Romney's defense, the Houston Chronicle notes.

Lamenting that Republicans generally ?are not being tough enough," Trump said on the "Today" show that Romney should not apologize and should instead up the ante in his election campaign.

Romney has not apologized for his comments about the "47 percent." During a brief news conference Monday evening, Romney said his comments were "not elegantly stated" and had been "spoken off the cuff." Nonetheless, he did not disavow his comments and noted that Obama's approach is "attractive to people who are not paying taxes," the Associated Press reports.

Winklevoss twins invest in social network company - report

NEW YORK (Reuters) - The Winklevoss twins, best known for their legal battle against Mark Zuckerberg over the founding of Facebook Inc , have invested in SumZero, a social network company aimed at professional investors, The Wall Street Journal said on Sunday.

Tyler and Cameron Winklevoss have put $1 million into SumZero, which was founded by fellow Harvard University alumni Divya Narendra and Aalap Mahadevia in 2008, the article said. Narendra was an ally to the Winklevoss twins during their lawsuit against Facebook, which won the brothers a cash and stock settlement valued at $65 million at a time when the company was valued at $15 billion.

Facebook's market cap is currently valued at $47 billion.

In June 2011, the twins decided not to appeal to the U.S. Supreme Court a ruling upholding their $65 million settlement.

The 2008 accord was intended to resolve a feud over whether Zuckerberg stole the idea for what became the world's most popular social networking website from the Winklevosses, who like him, had attended Harvard. Their battle was dramatized in the 2010 film "The Social Network."

After agreeing to the cash-and-stock accord, the Winklevosses sought to undo it, saying it was fraudulent because Facebook hid information from them and that they deserved more money.

In February, the brothers formed Winklevoss Capital as a vehicle to invest their personal wealth. Their first investment in June was SumZero, which brings together investors to share trading ideas and research, the WSJ reported.

SumZero.com has 7,500 members and has parallels with the first versions of Facebook, including exclusivity.

The site also allows investors to become members only if they work on the "buy side." SumZero defines that group as investment professionals at hedge funds, mutual funds and private-equity firms. Analysts from the "sell side" such as Wall Street banks are not allowed, the report said.

Researchers identify mechanism that leads to diabetes, blindness

The rare disorder Wolfram syndrome is caused by mutations in a single gene, but its effects on the body are far reaching. The disease leads to diabetes, hearing and vision loss, nerve cell damage that causes motor difficulties, and early death.

Now, researchers at Washington University School of Medicine in St. Louis, the Joslin Diabetes Center in Boston and the Novartis Institutes for BioMedical Research report that they have identified a mechanism related to mutations in the WFS1 gene that affects insulin-secreting beta cells. The finding will aid in the understanding of Wolfram syndrome and also may be important in the treatment of milder forms of diabetes and other disorders.

The study is published online in the journal Nature Cell Biology.

"We found something we didn't expect," says researcher Fumihiko Urano, MD, PhD, associate professor of medicine in Washington University's Division of Endocrinology, Metabolism and Lipid Research. "The study showed that the WFS1 gene is crucial to producing a key molecule involved in controlling the metabolic activities of individual cells." That molecule is called cyclic AMP (cyclic adenosine monophosphate).

In insulin-secreting beta cells in the pancreas, for example, cyclic AMP rises in response to high blood sugar, causing those cells to produce and secrete insulin.

"I would compare cyclic AMP to money," Urano says. "You can't just take something you make to the store and use it to buy food. First, you have to convert it into money. Then, you use the money to buy food. In the body, external signals stimulate a cell to make cyclic AMP, and then the cyclic AMP, like money, can 'buy' insulin or whatever else may be needed."

The reason patients with Wolfram syndrome experience so many problems, he says, is because mutations in the WFS1 gene interfere with cyclic AMP production in beta cells in the pancreas.

"In patients with Wolfram syndrome, there is no available WFS1 protein, and that protein is key in cyclic AMP production," he explains. "Then, because levels of cyclic AMP are low in insulin-secreting beta cells, those cells produce and secrete less insulin. And in nerve cells, less cyclic AMP can lead to nerve cell dysfunction and death."

By finding that cyclic AMP production is affected by mutations in the WFS1 gene, researchers now have a potential target for understanding and treating Wolfram syndrome.

"I don't know whether we can find a way to control cyclic AMP production in specific tissues," he says. "But if that's possible, it could help a great deal."

Meanwhile, although Wolfram syndrome is rare, affecting about 1 in 500,000 people, Urano says the findings also may be important to more common disorders.

"It's likely this mechanism is related to diseases such as type 2 diabetes," he says. "If a complete absence of the WFS1 protein causes Wolfram syndrome, perhaps a partial impairment leads to something milder, like diabetes."

Striking Chicago teachers fear that once they approve a new contract with the school district and end their strike, Mayor Rahm Emanuel will go ahead with dozens of school closings because of falling enrollment and poor academic performance.

The closing of schools and what happens to the teachers working in them has been a major issue in the bitter dispute, even though the disagreement over evaluating teachers based on standardized test results of their students has received more attention.

"If they fire us, we're done," said Rhonda McLeod, a special education teacher at Gresham Elementary and one of the union delegates expected to vote on Sunday whether to end the strike. "We're terrified. We don't need to be dumped to the wayside. We're not trash, we're teachers."

Enrollment in Chicago Public Schools has fallen nearly 20 percent in the last decade, according to the Pew study, mainly because of population declines in disadvantaged neighborhoods.

According to the union, 86 public schools in Chicago have closed in the past decade. Many have been replaced by charter or "contract" schools run by philanthropists, and charter schools now account for 12 percent of students, district figures show.

The Chicago Tribune reported this week that school district officials are considering closing up to 120 schools next year, which would be 17 percent of all schools in the district. Asked about this on Wednesday, Emanuel said it was too early to say.

Charter schools are publicly funded but non-union, and the teachers union has complained that they undermine public education and force more community schools to close. Their academic performance record compared with community schools is mixed, according to national studies.

But a powerful U.S. education movement is pushing charter schools. Reformers such as Emanuel and U.S. Education Secretary Arne Duncan, a former Chicago schools chief, argue that schools performing poorly in academics should either be closed permanently, reopened with new principals and teachers, or converted to charter schools run by non-union personnel. <Chicago teachers fear wave of school closings after strike | Reuters>

So what is the problem?

Teachers should be evaluated on their ability to teach, their subject matter knowledge and the performance of the students under their tutelage. If a teacher or school is under-performing or lacks a viable student base, it should be eliminated. Tenure should be a thing of the past. Teachers should be compensated per their job, not their educational credentials. It makes little or no sense ? other than a special education classroom ? to have a teacher with a Masters of Doctorate degree teaching second grade.

Competition is the answer to better education. Competition where schools are pushed to compete for high scores on standardized tests, with a portion of students being interviewed by qualified examiners to insure that they really do know what their test scores reflect. Any teacher or administrator found cheating should be fined no less that $50,000, lose their pension and benefit rights, lose their teaching credential in the state and possibly serve up to six months in jail.

Wonder why the unions are fighting so hard to prevent vouchers? One need only look at the angry parents who want their children to be able to compete in a global economy, to earn a decent living and to advance to the next socio-economic rung of the ladder. And some are willing to make great sacrifices to push their children towards greatness. The teachers unions believe they own the students and control the schools ? something they have been permitted to think by corrupt politicians who have sold their vote in return for campaign funding and voter support. Make public schools compete for students, proving that they can provide an above average educational experience.

Bottom line ?

Wherever you see a public employee union, you see a privileged class of worker ? dependent on political corruption to insure their existence in this uncertain world. Protections that do not exist in the private sector and should not exist in the public sector.

Existing Sprint or Verizon Wireless customers won't be surprised by what I'm about to say, but it's worth saying anyway: The iPhone 5 won't allow for calls and data at the same time if you're using one of those two carriers.

If you're using AT&T, it will.

As the New York Times' Brian Chen points out,?this odd issue?has to do with the way 4G LTE works.?

"The technology in 4G LTE networks does not currently handle voice transmissions; it only does data. So when you place a phone call on a 4G LTE smartphone, it?s actually rolling back to the carrier?s older second- or third-generation network, according to AnandTech, a Web publication that does deep analysis on hardware," Chen explains.

This means that when someone using an AT&T-based device makes a phone call using an iPhone 5, everything rolls back to the carrier's older network ? which can handle both calls and data at the same time. This is not the case for the older CDMA networks to which Verizon- and Sprint-based devices roll back.

The Borderea chouardii plant, which is critically endangered and is found only on two adjacent cliff sides in the Pyrenees, employs a unique and risky doubly mutualistic reproductive strategy with local ants, according to research published Sep. 12 in the open access journal PLOS ONE.

The researchers, led by Maria Garcia of the Pyrenean Institute of Ecology (CSIC), found that two ant species acted as the main pollinators for the plant, while a third species dispersed seeds. About a third of the new seedlings censused over 17 years in vertical cliffs would come from such dispersal, while the remaining two thirds from self-sown seeds by the female plants. Such a strategy is risky, because if something were to happen to the local ant species the plant may not be able to continue reproducing, but the authors conclude that it can be successful in this particular case because of the plant's unusually long lifespan, in some cases reaching over 300 years, its climatically stable habitat, and its isolation from large herbivores.
