Diabetes drug improves glucose control without increasing risk of hypoglycemia, study suggests

ScienceDaily (Feb. 27, 2012) ? Too high? Too low? Only about half of those with type 2 diabetes have their blood sugar levels on target, but a new drug shows promise in managing glucose levels.? TAK-875 works by boosting the release of insulin from pancreatic B cells, but only when diabetics need it most ? such as when glucose and fatty acids rise in the blood after a meal.

TAK-875, a new treatment for type 2 diabetes, improves blood sugar control and is equally effective as glimepiride, but has a significantly lower risk of creating a dangerous drop in blood sugar, called hypoglycemia, according to a new study.

The results of the phase 2 randomized trial were published in The Lancet.

Type 2 diabetes is the most common form of diabetes accounting for 90 percent of the 150 million people in the United States currently living with the disease. It is primarily caused by a lack of response to insulin which leads to high blood sugar and a variety of chronic conditions.

Free fatty acid receptor 1, also known as G protein-coupled receptor 40, or GPR40, plays a vital role in stimulating and regulating the production of insulin.

It works by boosting the release of insulin from pancreatic ?-cells when glucose and fatty acids rise in the blood, such as after a meal, which results in a fall in blood glucose levels. Drugs that activate the FFAR1 receptor have the potential to help diabetics release more insulin and improve control of blood glucose levels.

TAK-875 is a novel oral medication designed to enhance insulin secretion in a glucose-dependent manner, which means that it has no effect on insulin secretion when glucose levels are normal, and as such has the potential to improve the control of blood sugar levels without the risk of hypoglycemia.

In the study, Charles Burant, M.D., Ph.D., professor of internal medicine at the University of Michigan Health System, and colleagues randomly assigned 426 patients with type 2 diabetes who were not achieving adequate glucose control through diet, exercise or metformin treatment to one of five doses of TAK-875, a placebo, or glimepiride, a conventional diabetes treatment. The primary outcome was change in hemogloblin A1c from the start of the study.

At 12 weeks, all doses of TAK-875 resulted in significant drops in HbA1c compared with placebo, a similar reduction occurred in patients given glimepiride.

At a TAK-875 dose of 25 mg or higher, about twice as many patients (33 to 48 percent) reached the American Diabetics Association target of HbA1c less than 7 percent within 12 weeks, compared with placebo (19 percent) and was similar to glimepiride (40 percent).

TAK-875 was generally well-tolerated. The incidence of hypoglycaemia was significantly lower for all doses of TAK-875 compared with glimepiride (2 percent compared to 19 percent), and was similar to placebo which was 2 percent.

The overall incidence of treatment-related side effects was similar for the TAK-875 groups and placebo groups (49 percent; all TAK-875 groups vs 48 percent), but higher in the glimepiride group (61 percent) because of the increased risk of hypoglycemia.

The authors say: "In view of the frequent hypoglycaemia after treatment with sulfonylureas,the low-risk of hypoglycemia after treatment with TAK-875 suggests that there may be therapeutic advantage of targeting FFAR1 in treating people with type 2 diabetes." They conclude:"We are truly excited about the potential of TAK-875 and are eager to conduct larger trials to find out how well this drug works, how safe it is and what its place is in the treatment of diabetes.

"TAK-875 significantly improved glycaemic control in patients with type 2 diabetes with minimum risk of hypoglycemia. The results show that activation of FFAR1 is a viable therapeutic target for treatment of type 2 diabetes," authors say.

RNA interference cancer treatment? Delivering RNA with tiny sponge-like spheres

ScienceDaily (Feb. 27, 2012) ? For the past decade, scientists have been pursuing cancer treatments based on RNA interference -- a phenomenon that offers a way to shut off malfunctioning genes with short snippets of RNA. However, one huge challenge remains: finding a way to efficiently deliver the RNA.

Most of the time, short interfering RNA (siRNA) -- the type used for RNA interference -- is quickly broken down inside the body by enzymes that defend against infection by RNA viruses.

"It's been a real struggle to try to design a delivery system that allows us to administer siRNA, especially if you want to target it to a specific part of the body," says Paula Hammond, the David H. Koch Professor in Engineering at MIT.

Hammond and her colleagues have now come up with a novel delivery vehicle in which RNA is packed into microspheres so dense that they withstand degradation until they reach their destinations. The new system, described Feb. 26 in the journal Nature Materials, knocks down expression of specific genes as effectively as existing delivery methods, but with a much smaller dose of particles.

Such particles could offer a new way to treat not only cancer, but also any other chronic disease caused by a "misbehaving gene," says Hammond, who is also a member of MIT's David H. Koch Institute for Integrative Cancer Research. "RNA interference holds a huge amount of promise for a number of disorders, one of which is cancer, but also neurological disorders and immune disorders," she says.

Lead author of the paper is Jong Bum Lee, a former postdoc in Hammond's lab. Postdoc Jinkee Hong, Daniel Bonner PhD '12 and Zhiyong Poon PhD '11 are also authors of the paper.

Genetic disruption

RNA interference is a naturally occurring process, discovered in 1998, that allows cells to fine-tune their genetic expression. Genetic information is normally carried from DNA in the nucleus to ribosomes, cellular structures where proteins are made. siRNA binds to the messenger RNA that carries this genetic information, destroying instructions before they reach the ribosome.

Scientists are working on many ways to artificially replicate this process to target specific genes, including packaging siRNA into nanoparticles made of lipids or inorganic materials such as gold. Though many of those have shown some success, one drawback is that it's difficult to load large amounts of siRNA onto those carriers, because the short strands do not pack tightly.

To overcome this, Hammond's team decided to package the RNA as one long strand that would fold into a tiny, compact sphere. The researchers used an RNA synthesis method known as rolling circle transcription to produce extremely long strands of RNA made up of a repeating sequence of 21 nucleotides. Those segments are separated by a shorter stretch that is recognized by the enzyme Dicer, which chops RNA wherever it encounters that sequence.

As the RNA strand is synthesized, it folds into sheets that then self-assemble into a very dense, sponge-like sphere. Up to half a million copies of the same RNA sequence can be packed into a sphere with a diameter of just two microns. Once the spheres form, the researchers wrap them in a layer of positively charged polymer, which induces the spheres to pack even more tightly (down to a 200-nanometer diameter) and also helps them to enter cells.

After the spheres enter a cell, the Dicer enzyme chops the RNA at specific locations, releasing the 21-nucleotide siRNA sequences.

Peixuan Guo, director of the NIH Nanomedicine Development Center at the University of Kentucky, says the most exciting aspect of the work is the development of a new self-assembly method for RNA particles. Guo, who was not part of the research team, adds that the particles might be more effective at entering cells if they were shrunk to an even smaller size, closer to 50 nanometers.

Targeting tumors

In the Nature Materials paper, the researchers tested their spheres by programming them to deliver RNA sequences that shut off a gene that causes tumor cells to glow in mice. They found that they could achieve the same level of gene knockdown as conventional nanoparticle delivery, but with about one-thousandth as many particles.

The microsponges accumulate at tumor sites through a phenomenon often used to deliver nanoparticles: The blood vessels surrounding tumors are "leaky," meaning that they have tiny pores through which very small particles can squeeze.

In future studies, the researchers plan to design microspheres coated with polymers that specifically target tumor cells or other diseased cells. They are also working on spheres that carry DNA, for potential use in gene therapy.

Syrian troops apparently halt Homs shelling as some wounded are evacuated

BEIRUT, Lebanon ? Syrian Arab Red Crescent workers rescued a small number of wounded civilians Friday from the hard-hit Baba Amr neighborhood of the city of Homs as representatives of the International Committee of the Red Cross and the Syrian government negotiated over a ceasefire that would allow still larger evacuations.

The barrage of mortar and rocket fire that had rained down on the neighborhood came to a halt apparently for the first time in three weeks as the negotiations took place.

Two journalists wounded Wednesday in a hail of fire that killed two of their colleagues were apparently not among the seven women and children rescued Friday and taken to a local Homs hospital. But diplomatic efforts to bring the wounded journalists to safety were continuing, and an ICRC spokesman in Damascus said Red Cross officials were trying to "evacuate all persons in need of help with no exception whatsoever."

It was unclear whether that would include not just the journalists, Edith Bouvier of France and Paul Conroy of Britain, but also wounded anti-government fighters.

Homs has become the most deadly city in Syria as the government of President Bashar Assad has sought to end a rebellion that began last year. A halt to the shelling in Homs, even for a brief period, would mark a break in the government's furious assault after weeks of bloodshed. At least 120 people have been killed in the past two days in Homs, according to activists, with many bodies remaining trapped under rubble.

Saleh Dabbakeh, the ICRC spokesman in Damascus, said he could not say whether the shelling of the area had ceased during the negotiations, but he said the fact that the talks were taking place indicated that it had.

"If we are there and trying to evacuate, I don't think there would be any kind of shelling," he said.

Dabbakeh said there was "trouble and unrest in other parts of the country," but he provided no locations. "It's localized, it's in certain provinces," he said.

Bouvier and Conroy, who entered the country illegally to cover the Syrian army's onslaught against the stronghold of the rebel Free Syrian Army, appeared in a video on Thursday asking to be allowed safe passage out of Baba Amr.

Dabbakeh said Friday's evacuations were not the first since the beginning of the most recent army campaign against Baba Amr. He said that the ICRC and the Syrian Arab Red Crescent since Feb. 11 have been able to get two convoys of evacuees out of Homs and three out of the area around the western town of Zabadani.

He also said that Syrian Arab Red Crescent volunteers have been handing out humanitarian assistance and providing first aid to residents of Homs, Syria's third largest city, at nine distribution points.

"Assistance never really stopped," said Dabbakeh. "There were certain periods of time when it was difficult, sometimes very difficult."

Meanwhile, the ICRC was continuing to negotiate an agreement between the Assad regime and opposition representatives for a daily two-hour nationwide "humanitarian pause" in the fighting to allow for deliveries of food, medicines and other supplies to violence-hit towns and cities, he said.

Syrian activists said Friday that the journalists were waiting to be evacuated until there was a diplomatic presence involved.

Romney, Gingrich back arming Syria's rebels

NBC's Richard Engel reports on the tense situation in Syria where an American reporter and French photojournalist were recently killed.

U.S. Republican presidential candidates Mitt Romney and Newt Gingrich lent their support to the idea of arming the Syrian opposition in its fight to topple President Bashar Assad, as a group of more than 70 countries prepared to discuss the crisis.

Romney and Gingrich, speaking in Wednesday night's GOP presidential candidate debate, both advocated helping the rebels to defend themselves.


On Friday, U.S. Secretary of State Hillary Rodham Clinton heads to Tunisia for a meeting of the Friends of Syria group of countries to look at ways to assist Assad's opponents, which now include hundreds of defected military officers and soldiers.

?

The Times newspaper in the U.K.,?which operates behind a paywall,?said the group?would discuss a plan to set up a humanitarian zone along Syria's border with Turkey to protect protesters and also consider proposals to create aid corridors and send protected medical convoys into Syria to treat the wounded.

Marie Colvin, an American-born war reporter for The Sunday Times newspaper in the U.K. and a French photographer, Remi Ochlik, have been killed in Syria. ITN's Tim Ewart has a clip from one of Colvin's last reports.

The Times said the group's priority was to persuade Assad's regime to agree to a two-hour cease-fire every day in the city of Homs.

On Wednesday, Syrian government forces killed more than 80 people in assaults on villages and an artillery barrage on the restive city of Homs, including two Western journalists, American reporter Marie Colvin and French photographer Remi Ochlik.

Journalist needs urgent medical care
Syrian activists said at least two other Western journalists ? French reporter Edith Bouvier of Le Figaro and British photographer Paul Conroy of the Sunday Times ? were wounded in Wednesday's shelling.

Amateur video posted online showed Bouvier and Conroy in a makeshift clinic.

NYT: As others isolate Syria, Chavez ships fuel to it

Bouvier had her left leg tied from the thigh down in a cast. A doctor in the video explained that she needed emergency medical care. Conroy appeared in the video and the doctors said he had deep gashes in his left leg.

A statement by Syria's Information Minister Adnan Mahmoud said there was "no information" about Colvin, Ochlik and other foreign journalists in Syria who entered without official permission, the state-run news agency SANA reported.

It warned all foreign journalists to come forward to "regularize their status."

Speaking at a CNN debate in Mesa, Arizona, Romney said the United States needed to team up with allies to help the rebels.

American, French journalists killed in Syria

"We need to work with Saudi Arabia and with Turkey to say, 'You guys provide the kind of weaponry that's needed to help the rebels inside Syria,'" the former Massachusetts governor said.

The Republican seen most likely to face President Barack Obama in November's presidential election, Romney said such support was needed to turn Syria away from Iran at a critical time when Tehran was possibly trying to develop nuclear weapons.

Activists: Scores killed as Syria targets civilians

"If we can turn Syria and Lebanon away from Iran, we finally have the capacity to get Iran to pull back," Romney said. He added that the United States should make it clear that military action would be taken if Iran pursued nuclear weapons.

Gingrich slams Obama
Speaking at the debate, Gingrich said that U.S. allies ? which he did not name ? were covertly helping destroy the Assad regime, and that there were weapons available in the region to arm the opposition.

"There are plenty of Arab-speaking groups that would be quite happy. There are lots of weapons available in the Middle East," he said, taking a swipe at the Obama administration's policy on Syria.

"This is an administration which, as long as you're America's enemy, you're safe. You know, the only people you've got to worry about is if you're an American ally."

A ''tarts and convicts'' 50th birthday bash organised by friends to cheer up a convicted fraudster serving home detention in a $4.8 million Kaiwharawhara mansion has outraged his victims.

Former Wellington Free Ambulance chairman Shaan Stevens was sentenced to 10 months home detention in November last year after being found guilty of filing fraudulent income tax and GST returns on behalf of five clients through his tax agency, Guinness Gallagher.

Invites to the birthday party were leaked to the media and one victim of Stevens' fraud, who is still waiting for reparation, was outraged by the party, the New Zealand Herald reported.

Stevens told The Dominion Post he had cancelled the party and would now either spend his birthday ''at home by himself'' or with his family.

Stevens said he was disappointed a friend had leaked the email invite.

The invite features what looks like a man urinating into the ocean and was intended to stay amongst a group of 15 friends who had organised the party to give him a birthday boost, Stevens said.

''I've got no money because I can't work -? they said it's your 50th and you can't sit around by yourself. They sent it round as a friend thing to cheer me up.''

The invite is designed to look like a front page from the disgraced and defunct News of the World tabloid and quotes a fictional partygoer: ''I sort of feel sorry for those left off the list, but you know while my beauty is a burden it is also my entree to these sort of events and I know Shaan likes to surround himself with classy broads like me.''

Stevens admitted the invite was inappropriate and told the Dominion Post he could ''see why people would be angry'' but said he had met and ''would continue to meet'' all his obligations to his victims.

Stevens, a former member of the Victoria University council, was sentenced to 10 months' home detention and 150 hours' community work and ordered to repay $121,851 to his victims.

The returns were fraudulent because they included claims for bogus expenses which had the effect of reducing the tax liability of Stevens' clients.

The clients paid an invoice for the false expenses. They received the bulk of the payment back and Stevens retained the difference.

The fictitious expenses claimed by Stevens were about $2.1 million with a loss to the IRD of just over $821,000. Stevens benefited by about $60,000 himself.

The court was told he planned to sell the Kaiwharawhara property, with a rateable value of $4.8 million, to repay the money he owed clients.

If the home, described in the invite as his ''hideaway'', did not sell he was ordered to repay the money to his clients by May 7, 2013.

Stevens said he could not sell the house because it was owned by his family's trust, of which he was neither a trustee or beneficiary.

Netflix strikes movie deal with Weinstein Co.

Netflix says it will stream certain movies from The Weinstein Co., including "The Artist," under an exclusive licensing agreement.

The companies say their multiyear agreement will cover foreign-language movies, documentaries and some other films in the Weinstein vault and make them available for instant viewing on Netflix.

Netflix Inc. says it will get some films within a year of their release in movie theaters. It says it will show "The Artist," a silent movie that has received 10 Academy Award nominations, before it appears on premium cable-TV networks.

The companies aren't disclosing financial terms.

Netflix shares rose $2.97, or 2.4 percent, to $124.82 in midday trading Tuesday.

Netflix is based in Los Gatos, California.

I find learning through observation fun. It?s almost exciting to think that any artwork might take a different form, and detach what I thought might have been revealed to me upon my first glimpse. This is what this weekend?s column is about: an artist that I at first thought was just okay, but nothing out of the ordinary. Then slowly, one gaze after the other, I learned to love and be thrilled about, in expectation of more of his refreshing and unique work.

An almost 3-dimensional feel

So what makes Jonas L?fgren?s work design? A brief look at his portfolio is likely to bring about a very intriguing answer to a somewhat irritating question. It?s true that he is an artist, if anything. A loophole I have recently found in the frail distinction between art and design is that well composed art shares some affinity with the dominant, pragmatic side of design. To the contrary, some might question L?fgren?s use of (mostly) graphite and watercolor in his work. That is, however, a rather fruitful use of media a lot of us got to experiment with (and personally resent).

Desert Military Bases Could Be Boon To Solar

This is SCIENCE FRIDAY. I'm Ira Flatow. Last week, the government approved the first new nuclear reactor power plants in over 30 years, but in the meantime, the Department of Defense has been investigating a different energy source for its military bases: solar.

My next guest says the military could install seven gigawatts of solar power on its bases. That's roughly equivalent to the output of seven nuclear power plants, and that's all without interfering with bombing ranges or rocket tests and of course the desert tortoise.

Would this be a smart move for the military? Would it increase energy security? And could some of that extra wattage perhaps find its way into your home? Robert Kwartin is vice president and director of Renewable Energy Practice at ICF International in Fairfax, Virginia. He joins us from NPR in Washington. Welcome to SCIENCE FRIDAY.

ROBERT KWARTIN: Hello, Ira, thanks for having me.

FLATOW: You're welcome. So the Pentagon commissioned you to study solar energy?

KWARTIN: They did.

FLATOW: And how - for what reason?

KWARTIN: Well, there's a lot of - a lot of different reasons. There are many different competing pressures for land out in the Mojave and Colorado Deserts. You've got conservation interests, off-road vehicle interests, largely noble energy development pressure on the public land in the desert. And I think what they were looking for is whether any of that renewable energy development could be accommodated on the military bases and thereby free up some of the land outside the fence lines for other needs.

FLATOW: And I'm actually surprised, I'm sure maybe you were also, by the amount of potential solar energy you could use out there, seven gigawatts.

KWARTIN: It was surprising to some and perhaps disappointing to others. So a lot of people felt that given the very heavy mission use of these military installations and also given the presence of endangered species, such as the desert tortoise that you already referred to, that it would be unlikely you'd be able to site very much at all, at least not on the ground, you know, certainly rooftops, but rooftops are a fairly small area.

So the surprise, at least for me, was that there was some ground that could accommodate solar, and when you talk in the context of a - excuse me, a six-million-acre inventory of land, even if only a small percentage of that is available for solar development, it adds up quickly.

FLATOW: And so we would not - if you were to install, say, solar panels there, you would not be interfering with the military operations, the, you know, the gunnery things, whatever tests that go on there?

KWARTIN: Well, those were the principal reasons that land could not be used. So again, we started with about six million acres of land across these nine installations, and essentially we did an elimination analysis. We looked at what the competing uses of the land were, and the mission activities, of course, were number one, and they alone accounted for the vast majority of the land that was unavailable for solar installation, so on the order of 97, 98 percent of all the land on those installations is unavailable for solar development, but the remaining one or two percent still can host a substantial amount.

FLATOW: Wow. Now is it possible that they could export some of this? Let's say they could become an energy exporter, you know, sell it to the community where they lived.

KWARTIN: Yeah, certainly that is possible. They have legal authority that allows them to do that. And they have been exploring, in fact, a couple of large projects that may in fact fit that very model.

But it's a little more complicated than that in that, you know, if you're a military installation, you're very busy. You've got a lot of other things going on. Your public works staff, your real estate staff, your natural resource staff all have their hands full with a lot of different things.

So one of the questions that we posed in our study was how will DOD evolve to accommodate these potentially large solar installations that would be selling into the public grid when, you know, essentially those projects might not be supplying much in the way of energy to the installation itself.

So there's going to have to be a good reason. There's going to have to be a scale-up of capability at DOD to do that. It's not quite an automatic outcome of the study.

FLATOW: Would they have asked you to study this if they were not serious about going ahead and doing something with the result of your study?

KWARTIN: Well, I'd actually turn that question on its head. DOD had already been doing quite a bit before this study was ever commissioned. They built a large solar installation at Nellis Air Force Base, outside of Las Vegas. About the same time that the study was published, DOD announced the contract for similarly sized solar installation at the China Lake Naval Weapons Station in California.

So DOD had already been doing some good things. They also do a lot of R and D work on advanced energy technology. The issue is whether this study, you know, opened more eyes than just my own and whether, given that there's now, you know, this large potential visible, whether it might cause senior leadership at the department to scale up their plans or, you know, decide on targets that can fit within that potential.

FLATOW: I guess I'm imagining there would be loads of red tape that would have to be cut for something like this to move quickly.

KWARTIN: Well, you know, it's a government department. So things generally don't move terribly quickly. The good news is that there have been some legal authorities put in place in recent years that have allowed the department to work with private developers, where the private developer essentially invests their own capital into these projects the government doesn't have to invest any of its own money, and that allows projects to go ahead without waiting for appropriations.

There's still a lot of contracting involved, there's still a lot of land use analysis, and these new authorities are only really being tested out now, apparently successfully. And hopefully as the first ones, you know, are successfully completed, it'll be a lot easier to replicate them in the future.

FLATOW: Does the military argue that this is a security benefit for the military, to build these things?

KWARTIN: It can be, but it's - again, it's a bit more complicated than it might at first appear. So a solar installation on a military base, you know, there it is generating electricity, and in theory, you would say, well, gee, if the public grid goes down, couldn't that solar plant provide power to that base and keep that base lit up and doing what it needs to do?

The reality is under the way that the electric grid is governed, if the grid goes down due to, you know, whatever, a tornado, an earthquake, what have you, that solar plant has to shut down immediately. The lines need to be de-energized so that utility workers can do the repair work and not be at risk of being shocked by electricity being fed in.

So in order to create a real energy security asset, a lot of other technology and systems and process needs to be put into place: energy storage, islanding capability, microgrids, things like that, all of which DOD is researching right now on some of these same installations.

FLATOW: And of course you'd have to get to the main grid if you're going to be sending it someplace.

KWARTIN: Yes, and that also can be a non-trivial challenge. The transmission grid in California is very congested. There's not a lot of capacity available to accept large injections of, well, of electrons from anybody, whether it's a fossil-fired plant or a solar plant, and that is a major constraint to further development.

FLATOW: Well, one thing standing or in the Pentagon's favor, as you pointed out, and as we talked about here on the show, is that the military seems to be in the forefront of renewable energy.

KWARTIN: Yes.

FLATOW: You know, it's - the Navy has been looking into alternative fuels besides diesel because it's the biggest diesel user in the world. We've had other people talking about alternative energy, things they really are thinking heavily about.

KWARTIN: Yeah, and in a number of different ways. So you go all the way to the - kind of the forward edge, where our soldiers, Marines, airmen are in combat, and they're dependent on a very long supply chain of petroleum coming in through ports in Pakistan, and that's a very vulnerable supply chain.

So, you know, out on the battlefield of forward operating bases, the military is looking for ways of using renewably generated electricity and locally generated fuels so they don't have to have as many of their soldiers at risk protecting convoys of fuel.

And then further back, you know, whether you're talking about ships at sea or aircraft aloft, looking to diversify their fuels supplies. And then back here in the United States, you know, what can we do to cost effectively implement alternative energy sources on our military installations?

FLATOW: If this idea were to go forward and they would start building the solar plants on the military bases, you say that they would probably hire subcontractors to come in. So you're creating local jobs in the community, also.

KWARTIN: Yes, there'd be construction jobs to build these facilities and then a much smaller number of operations and maintenance jobs. It's not a huge employment in the long run just because you don't need a lot of people to keep a solar plant operating.

FLATOW: If there is - let's say there is an independent company that wants to build these solar plants, why would they want to go into a base? Why not just go and build one themselves? What's to their advantage to work with the government on this?

KWARTIN: Well, it's a good question. You know, a solar development company does have options. They can build and have built large solar plants on Bureau of Land Management land, public land outside of these military bases. They can build on private land, and they've done so.

I think that the military bases offer some incremental benefits and also some incremental costs compared to those alternatives. The benefits are these military bases are very large loads. They consume a lot of electricity. And therefore, your solar installation, instead of selling out into the wholesale power market over the fence, which tends to be competitively priced and relatively inexpensive, you can use your electricity to displace the electrons that the local utility company would otherwise deliver.

That tends to be more expensive. So you're creating more value. Secondly, you can do more interesting things. You can again build things like microgrids and storage and a lot of other innovative types of technologies, which allow you to deliver more value to the military customer, things that you can't do on a piece of open land that might be outside of the fence. So the relationship to that load is very important.

FLATOW: So what should we watch for to see if your message gets through?

KWARTIN: Well, you know, it's only been a month since the report came out. So I'm not looking for any skywriters in the sky. I think that it's going to take time. I think that the management of the department needs to consider the implications of the study. Some of them are the numerical ones that we've talked about.

We also offered a range of policy and programmatic recommendations. I get the sense that as long as renewable energy can be demonstrated to be cost-effective, enhance the energy security of these installations, not get in the way of the primary missions of these installations, they're very willing to move forward.

I think it's just going to be a matter of time as the program scales up.

FLATOW: Well, thank you very much for taking time to be with us today. Robert Kwartin is vice president and director of Renewable Energy Practices at ICF International in Fairfax, Virginia. And you say there's seven gigawatts. Could there be more out there possible?

KWARTIN: My guess is - well, there's reasons why there might be more. There's reasons why there might be less, more because the mission compatibility issue is still - is still not a science. It's really an art. So there may be land out there that we found to be mission incompatible that somebody with better tools might find is mission compatible at some later date.

Less in that we did all of our analysis based on geographic information systems tools, essentially maps, and the reality is once you get out there and walk around the ground, where we say that there's solar potential, you may find things that don't show up on maps that might prevent you from moving ahead.

FLATOW: But at least you've got the conversation going.

KWARTIN: Indeed.

Kate Middleton to Get Waxed Four Times Over


The Duchess of Cambridge, Kate Middleton, will be immortalized in wax at Madame Tussauds museum this spring, not once, not twice, not thrice, but four times!

Such is the popularity of the duchess and her fashion, that the waxwork attraction has decided to make four faux Kates, three of which will be unveiled April 4.

Cell phone hackers can track your location without your knowledge

ScienceDaily (Feb. 16, 2012) ? Cellular networks leak the locations of cell phone users, allowing a third party to easily track the location of the cell phone user without the user's knowledge, according to new research by computer scientists in the University of Minnesota's College of Science and Engineering.

University of Minnesota computer science Ph.D. student Denis Foo Kune, working with associate professors Nick Hopper and Yongdae Kim, and undergraduate student John Koelndorfer, described their work in a recently released paper "Location Leaks on the GSM Air Interface" which was presented at the 19th Annual Network & Distributed System Security Symposium in San Diego, California.

"Cell phone towers have to track cell phone subscribers to provide service efficiently," Foo Kune explained. "For example, an incoming voice call requires the network to locate that device so it can allocate the appropriate resources to handle the call. Your cell phone network has to at least loosely track your phone within large regions in order to make it easy to find it."

The result is that the tower will broadcast a page to your phone, waiting for your phone to respond when you get a call, Foo Kune said. This communication is not unlike a CB radio. Further, it is possible for a hacker to force those messages to go out and hang up before the victim is able to hear their phone ring.

Cellular service providers need to access location information to provide service. In addition, law enforcement agencies have the ability to subpoena location information from service providers. The University of Minnesota group has demonstrated that access to a cell phone user's location information is easily accessible to another group -- possible hackers.

"It has a low entry barrier," Foo Kune said. "Being attainable through open source projects running on commodity software."

Using an inexpensive phone and open source software, the researchers were able to track the location of cell phone users without their knowledge on the Global System for Mobile Communications (GSM) network, the predominant worldwide network.

In a field test, the research group was able to track the location of a test subject within a 10-block area as the subject traveled across an area of Minneapolis at a walking pace. The researchers used readily available equipment and no direct help from the service provider.

The implications of this research highlight possible personal safety issues.

"Agents from an oppressive regime may no longer require cooperation from reluctant service providers to determine if dissidents are at a protest location," the researchers wrote in the paper. "Another example could be thieves testing if a user's cell phone is absent from a specific area and therefore deduce the risk level associated with a physical break-in of the victim's residence."

Foo Kune and his group have contacted AT&T and Nokia with low-cost techniques that could be implemented without changing the hardware, and are in the process of drafting responsible disclosure statements for cellular service providers.
