Review: 'W.E.L.D.E.R.' leads parade of iPad gems

(AP)? So you just got an iPad for Christmas. You already have all the essentials loaded ? Facebook, Twitter, iBooks, whatever news app you prefer.

Now it's time to get serious and start learning what the iPad was really built for: games.

There are more than 26,000 iPad games available from Apple's App Store, with something for every imaginable taste. And the prices are so low you can build an impressive library for less than the cost of a single Xbox game. Here are some of my favorites from the last few months.

?"W.E.L.D.E.R." (Highline Games, $3.99): For the record, it stands for "Word Examination Laboratory for Dynamic Extraction and Reassessment," but never mind the strained acronym. What "W.E.L.D.E.R." really stands for is the iPad's most addictive word game, a clever combination of "Bejeweled," ''Boggle" and "Scrabble." The object is to slide letter tiles around an 8-by-8 grid, forming words of four or more letters. However, you won't get far unless you figure out how to combine score-multiplying gold tiles with the limited number of moves you're given. If you're burned out on "Words With Friends," let this provide your new crossword puzzle fix.

?"Infinity Blade II" (Chair Entertainment, $6.99): If you want to show off your new toy, there are few better demonstrations than this sword-fighting epic. It's a series of one-on-one battles in which dodging, parrying and blocking attacks are just as important as slashing your foes. This sequel adds some role-playing elements and more alternate paths to the goal, but the core attraction remains the same: bone-crunching combat in breathtaking environments.

?"Chocolate Fix" (ThinkFun, $2.99): Take nine candies ? three shapes, each in three colors ? and arrange them in a 3-by-3 box. If you're a Sudoku maven, that probably sounds simple. But at the expert level, the clues to which candy goes where are more abstract, making this innocent-looking brainteaser devilishly challenging. It's another elegant treat from the creators of "Rush Hour."

?"Bag It!" (Hidden Variable Studios, $1.99): It's another adventure in food packaging! This time, you're a clerk cramming groceries into a paper bag. The goal is to fill each bag as tightly as possible without breaking anything; if you put a watermelon on top of a carton of eggs, you're asking for trouble. The groceries themselves are endearingly anthropomorphized, making "Bag It!" one of the cutest puzzle games around.

?"Blueprint 3D" (FDG Entertainment, 99 cents): Each screen in this game is a seemingly random assortment of lines floating in three dimensions. When you rotate the space, you can see how some lines might fit together. Eventually, they snap in place to create a 2-D image of a familiar object ? a house, perhaps, or the Eiffel Tower. The 200-plus puzzles here aren't terribly demanding, but they're undeniably satisfying.

Finally, some essential games from earlier in 2011:

?"Jetpack Joyride" (Halfbrick Studios, 99 cents): Keep your hero airborne while avoiding lasers, missiles and other obstacles in this breathless race from the creators of "Fruit Ninja."

?"Superbrothers: Sword & Sworcery EP" (Capybara Games, $4.99): The old-school point-and-click adventure gets a postmodern makeover.

?"Where's My Water?" (Disney, 99 cents): Help an alligator take a bath in this adorably goofy physics puzzler.

?"Ticket to Ride" (Days of Wonder, $6.99): The best board-game translation on the iPad is this suspenseful race to build cross-country railroads.

E. Africa Warns of Possible Terror Attacks During Holiday Season

Companies and officials in East Africa are strengthening security and issuing safety warnings during the Christmas season due to worries about possible al-Shabab attacks in public places. The Kenyan government says it received a credible threat to assassinate a Kenyan minister and deputy speaker.

Securex Agencies communication officer in Nairobi, Brian Sagala, says his company is struggling to fill the demand for extra guards, dogs, metal detectors and other equipment.

"We are selling more walk-throughs - those are the ones when someone just passes [through] it, it beeps. Most companies that even have our guards are asking for the guards to be given the hand-held metal detectors. And we are also having more queries, people just asking us, which is the right thing to put in my building to vet people when they are coming in," Sagala stated.

Sagala says the demand for such equipment started last month, following two grenade attacks in Kenya's capital, and has accelerated.

The Kenyan government issued a warning advising people to be cautious during the Christmas season in shopping malls, hotels, places of worship and other public venues.

Kenya recently sent troops into Somalia, where they joined the African Union peacekeeping force AMISOM, to battle al-Shabab militants who had launched attacks inside Kenya. During the past few weeks, scores of al-Shabab fighters were reportedly killed by Kenyan troops in Somalia.

Two national newspapers are reporting a December 15 "Situation Report" from the Office of the President claims al-Shabab operatives had instructions to assassinate Minister of State for Defense Yusuf Haji and Deputy Speaker Farah Maalim.

When contacted by VOA, Kenyan government spokesman Alfred Mutua said his government's warning was only indirectly and distantly related to the alleged assassination threats and recent military battles. "We were going to do it [issue the warning] anyway. You know, just a normal, let us be careful during this holiday season. We have got some bad guys out there who do not really care much about human life," he said.

But Ugandan Army Spokesman Colonel Felix Kulayigye, whose country has troops in AMISOM in Somalia, says Kenyans have reason to worry.

"Of course, Kenya, being the latest entrant into the Somali fray, makes it the most recent target for al-Shabab. Certainly, Kenya is generally under threat from the al-Shabab bombing," Kulayigye said. "It therefore requires extra vigilance on the part of both the security agencies and the civilians."

Kulayigye says the same situation applies to Uganda. "Oh yes, we have concerns. We have concerns, and indeed, we are extra vigilant," he added.

Kulayigye says he thinks it is unlikely al-Shabab would specifically target the Kenyan minister and deputy speaker, rather preferring to carry out large-scale attacks in public places to cause panic and raise publicity. He says he received a death threat from al-Shabab last year, but the militant group instead bombed soccer fans watching the World Cup on television in a restaurant and a club, killing 74.

There are 6 poems to choose from,

they read as follows:

1/ Mother of the Bride from the bride

As I planned my wedding Mum
I couldn?t stop thinking of you
& all the support & love you?ve given me
the whole of my life through.

Through the years you?ve always been,
the one who?s always there;
Whenever I had a problem
you gave advice, guidance & care.

Without all the things you?ve done for me
I wouldn?t be who I am now
& all of this made me ponder
as I thought of the wedding vow.

You had & held me from day one
& looked after me in sickness & health too;
For richer, for poorer, until death us do part
I will always love & cherish you.

You have been a brilliant Mum
& it doesn?t end when I wed,
there will just be one more at the table
occasionally wanting to be fed.

You?ve shown a special kind of love,
so thoughtful, patient & true
& in case I don?t tell you often enough,
thank you & I love you.

2/ Father of the Bride from the groom
As I planned my wedding Dad
& thought of walking down the aisle,
I obviously thought of you
to walk me there in style.

I could only have my dear Dad
to give me away at my wedding;
With you there to support me
no stumbles I?d be dreading.

You?ve been a rock to me,
always there to lend a hand,
dependable & reliable
so I hope you?ll understand?.

Your little girl?s not deserting you,
she?s just adding a son-in-law to the family
& setting up a home from home
where you can come for tea.

To have & to hold from this day forward
my husband will look out for me too,
but for richer, for poorer, until death us do part
I?ll? always love & cherish you.

I have a heart that?s full of love
& there?s plenty there for my Dad too
& in case I don?t say it often enough
thank you & I love you.

3/ Mother of the Groom from the groom
It may not seem like long ago
that I was a little lad;
Climbing trees, grazing knees
& sometimes being bad.

You were always there for me
for advice & wisdom too;
I am the man I am today
thanks mainly to you.

As a Mum you?ve been great;
I?m your number one fan!
You taught me how to love & care
& to be the best I can.

I know I sometimes hide my heart
and show feelings not enough;
But I will admit today that
you taught me how to love.

My life has been full of
kindness, love & laughter,
& now I wed NAME
I hope for a ?happy ever after?.

You?ve been an inspiration Mum,
so thoughtful, patient & true;
& in case I don?t tell you often enough,
thank you & I love you.

4/ Father (or / & Mother) of the Groom from the bride

As I take your son?s hand today
& commit to him for life
I feel really very privileged
that he?s chosen me to be his wife.

He is such a special person,
so caring, kind & true
& I think I must say thank you
because that must be down to you.

You?ve taught him the right values
that is plain to see;
& coming from a caring, loving home
I know a great husband he will be.

I feel so very happy
to be your son?s bride
& thank you for welcoming me
with arms opened wide.

There really aren?t enough words
to say thank you fully,

for raising such a wonderful man
& then handing him to me.

I promise I will look after him,
& be the best wife that I can be,
& also the best daughter-in-law
as part of your family.

5/ To the Bride from the maid/matron of honour

?

?

Today you got married

& so honoured did I feel;?

To have stood there beside you,?

it all seemed so surreal.

?

When we became friends

over ?? years ago now,?

I never dreamt we?d be this close?

as you took your wedding vow.

To have been there as your Maid of Honour

as you took those vows today

was such an immense pleasure

that I truly can?t convey

?

We?re always there for each other

& marriage won?t change that!?

But you?re on your own on your wedding night?

because I?m a diplomat!?

?

But enough about us,?

today?s about the bride & groom?

I wish you both health wealth & happiness?

& hope with these your marriage will be strewn

??

Congratulations NAMEt & NAME?

I hope today is filled with joy & laughter?

I know that it will truly be

a happy ever after.

6 /To the groom / husband from the bride from the bride

Today I am so happy
I love being your bride;
We've taken vows & promised
to live life side by side.

I look forward to our life together
& all that it may bring
& I'm proud to wear this symbol
of our love, this wedding ring.

I feel really blessed today
to be marrying my man
& if ever I can help you Babe (or name of your choice)
I shall, I will, I can!

I know you'd do the same for me,
we'll be there for each other;
We'll be the very best of friends
as husband, wife & lover.

We'll share lots of laughter,
fun, smiles & maybe tears;
But I know our union will be blessed
& last throughout the years.

The reason why I know this
Is that we were made for each other!
This love is for eternity,
there will never be another.

My dearest darling husband
thank you for choosing me,
although I don't think you had much choice
I think it was fate & destiny!

This will be posted in a separate outer carton to

?ensure it reaches you in pristine condition.

S. Koreans cross border to meet North's Kim Jong Un

The widow of former South Korean President Kim Dae-jung, the author of a now-jettisoned engagement policy with North Korea, crossed the fortified land border between the two sides on Monday to pay her respects to deceased dictator Kim Jong Il.

The former first lady was among a 13-member delegation of senior figures who went to Pyongyang to express condolences to Kim Jong Il's son and apparent successor, Kim Jong Un. But the trip was considered unofficial, carrying no government message from the South, Seoul insisted.

Ties between the North and South have been frozen since the election of conservative South Korean President Lee Myung-bak in 2008, who cut aid in a bid to force the North to abandon a nuclear program and bring it to the negotiating table.

The delegation, led by the former first lady, Lee Hee-ho, crossed the border by car. The South Koreans went to the Kumsusan Memorial Palace where Kim Jong Il's body is lying in state and met with Kim Jong Un there, Seoul's Unification Ministry said in a statement.

"I hope my visit to North Korea will help improve South-North Korea relations," Yoon Chul-koo, an aide to Lee, quoted her as saying at an immigration office at the southern border of the De-Militarized Zone.

Lee, who met Kim Jong Il in Pyongyang in 2000 in the first inter-Korean summit since the end of the Korean War in 1953, will stay for two days and will not attend the Dec. 28 funeral.

Her husband, former president Kim Dae-jung, engineered a "sunshine" engagement policy with the North and held a landmark summit with Kim Jong Il in 2000.

Also included in the delegation was Hyundai Group Chairwoman Hyun Jeong-eun, whose late husband had ties to the North.

Footage from AP Television News in North Korea showed the group being greeted by North Korean officials during a stop at a factory park in the North Korean border town of Kaesong. North Korea sent delegations to Seoul when the women's husbands died.

'Pure condolence' visit
Lee spent met with Kim Jong Un for just ten minutes on Monday, the South's Unification Ministry said, the BBC reported.

Most South Koreans are banned from going to the North under the current government's policy and South Korea, which remains technically at war with the North, is not sending an official delegation to mourn Kim, who died earlier this month.

Asked by reporters at the crossing point whether the delegation plans to meet North Korea's new leader, Kim Jong-un, Yoon said the visit was for "pure condolence."

Kim Jong-un, who is in his late 20s, is the third of his line to rule the impoverished North, although he is likely to share power with a coterie.

Kim Jong Un has made several high-profile appearances on state TV since his father's death was announced a week ago.

His surprise meeting with the South Koreans could be intended to push South Korea to pursue cooperative projects that would give North Korea much-needed aid, analysts said.

North Korea also identified Kim Jong Il's son as head of a top ruling party body Monday, a post that gives him authority over political matters in addition to the military control attributed to him in recent days.

Kim Jong Un has rapidly gained prominence since the death of his father on Dec. 17, with the state media showering new titles on him almost daily.

A second group of mourners from South Korea led by the widow of one of South Korea's biggest conglomerates that has investments in the North was also headed to Pyongyang.

Hyun Jeong-eun, the wife of the Hyundai business group's late former chairman Chung Mong-hun, led a delegation of five people.

Hyun's father-in-law was Hyundai founder Chung Ju-yung, who established Hyundai Asan Corp in 1999 as a major investor in North Korea's Mt. Kumgang tourist resort business.

The business has been suspended since the fatal shooting in 2008 of a South Korean tourist at the resort.

Hyundai Asan is also involved in the Kaesong Industrial Park project in the North, one of the impoverished North's few sources of foreign currency.

Hynix, Micron turn to Taiwan after Apple buys Anobit

Hynix and Micron worried Anobit no longer a choice

Hynix and Micron are purportedly looking to alternatives for flash memory controllers in the wake of Apple's purchase of Anobit. The two are believed by Digitimes to be talking to Phison, Silicon Motion Technology, and Skymedi for alternatives to the longevity- and speed-boosting chips Anobit has been supplying. The two are thought by tipsters to be worried that Apple will either wield all the bargaining power or make Anobit an exclusive.

Apple is believed to be using Anobit's hardware on top of Hynix, known through teardowns to be one of its frequent partners. Micron isn't often connected to Apple, but its link with Intel makes it one of the bigger flash memory suppliers.

Virtually all the focus of the Anobit deal would be on mobile devices. In order to get both dense and long-lasting memory suited to notebooks, phones, and tablets users might keep for several years, Apple will want multi-level cell flash chips that pack in much more storage but with the speed and durability of single-level cells.

Apple has been silent on the Anobit acquisition and might not disclose it publicly until either its quarterly results or an independent SEC filing.

Corrected: Zhang, Bale blossom together on "Flowers of War" (Reuters)

LOS ANGELES (Reuters) ? In 100 years of Chinese film, "The Flowers of War" is the first major title to feature a western movie star. It earned a Golden Globe nomination for best foreign language film, and is China's entry for Oscars.

Budgeted at $100 million, "Flowers of War" stars Oscar-winner Christian Bale as John Miller, an opportunist mortician on the run in 1937 as the Japanese are invading the province of Nanking, now known as Nanjing. The Japanese occupation led to the deaths of thousands of Chinese citizens and came to be known by some as the Rape of Nanking or the Nanjing Massacre.

In the film, which has a limited U.S. release this week before opening nationwide in 2012, Bale's character must save a group of schoolgirls from the clutches of the Japanese. At the same time, he falls in love with a Chinese courtesan.

Bale and Chinese director Zhang Yimou, who communicated through an interpreter while making the film, talked with Reuters about overcoming cultural barriers and revisiting an infamous episode of China's past. (The interview took place before Bale's recent run-in with Chinese officials.)

Q: This is your first time working with a western film star. Did the collaboration meet or defy your expectations?

Zhang: "First, I'm amazed at how low key and humble Christian is. The stereotype that Chinese have of Hollywood actors is they probably have an entourage and assistants. So that's definitely changed how I viewed Hollywood actors. And also Christian didn't want to stay in a five star hotel either. He lived right above me, lived with everybody else, with the crew members. And another thing is Christian gave up his weekends to work with us because we work seven days a week."

Bale: "But this seven-day week schedule became something I quite enjoyed cause I liked the momentum. Yimou is top dog in his profession, and he genuinely seemed to have a great deal of humor and laughter on the set. I didn't always know what the laughter was about but I would laugh with them. I hope they're not all laughing at me! I felt surrounded by good friends and even if I didn't understand nuances of what was being discussed, I got the essence in the presence of people."

Q: Do you find that your shared experience in filmmaking was enough to communicate despite the language barrier?

Bale: "There would be moments where Yimou would come to me and we would work it out between the two of us. And sometimes with a scene it's very small adjustments that were being asked for and I could understand from body language. And I always was convinced Yimou spoke a little bit of English, more than he ever let onto. So we'd experiment and see how it works out and sometimes it did and sometimes it didn't."

Q: How are Western actors different than Chinese?

Zhang: "Each line Christian offered three or four different ways, which is very unusual because Chinese actors normally cannot pull that off. Screening the film for a western audience I realized that the first one-third of the movie, audiences would laugh at Christian's lines. That actually surprised me because when I wrote the script in Chinese, I didn't think that was humorous, but clearly Christian added other layers to it."

Q: I understand Zhang asked you to stand before the cast and give them acting tips but it proved awkward.

Bale: "I always think it's bad to try to alter anybody else's experience. Apart from that, it's not my job. That's the director's job. And I love very much working with actors who either have no experience or very little experience. I like to try to avoid getting any technique into my acting because I feel like the more known an actor gets, you really have to be exceptional to maintain that feeling of freshness and vitality and enthusiasm instead of falling back on your usual tricks."

Q: Steven Spielberg recommended you for the part after working with you years ago on "Empire of the Sun" when you were a child. Did working with kids on this movie take you back?

Bale: "Some of the girls would say to me, 'I would never want to act ever again in my life, this is it.' And I would say to them, 'That's what I said. That's exactly what I said when I was your age.' The thing that I liked so much was the freshness that they brought in terms of this is something new but there's no consideration of this being anything that they would continue with."

Q: The movie is set around an atrocity by the Japanese that rivals in brutality what the Nazis did in Europe. Why do you think the world hasn't held the Japanese accountable?

Zhang: "Maybe the international community doesn't know much about Nanjing because China, at that time, was really far behind, and they didn't have enough voice or power to actually speak out for themselves. For me, rather than arouse sad feelings, the goal of the movie is to make people see the good side of humanity and bring peaceful feelings to an audience."

Arizona coma patient now speaking, walking (AP)

PHOENIX ? It will be a special Christmas for the family of a 21-year-old University of Arizona student who was nearly taken off life support before awaking from a coma.

Sam Schmid was walking and speaking Friday at a Phoenix hospital. Dressed in a T-shirt, shorts and sneakers, he was able to use a walker and talk in brief sentences.

"Right now, I'm feeling all right ... except for the rehabilitation, I'm feeling pretty good," Schmid said.

Doctors at Barrow Neurological Institute say Schmid has a long recovery ahead of him to regain full speech, balance and memory abilities.

Schmid was involved in an Oct. 19 car crash in Tucson that left him with a brain aneurysm, among other life-threatening injuries. Because of the complexity of his brain injury, Schmid was flown to Phoenix.

He underwent surgery performed by Dr. Robert Spetzler. With no responsive signs, staff discussed taking Schmid off life support.

"They never approached me to say would I donate his organs," said Susan Regan, Schmid's mother. "The people that were surrounding us were just asking about Sam, his quality of life, what would Sam want if we had to come to a difficult decision."

Spetzler said Schmid was never officially classified as a potential organ donor. And after an MRI scan showed he wasn't at a point of no hope of survival, Spetzler recommended keeping him alive for one more week.

Then on Oct. 24, Schmid shocked doctors by following commands to hold up two fingers.

"It may not seem like a lot to you," Spetzler said. "It's an incredible loop to show brain ability. That was like fireworks going off."

Since then, Schmid has been spending his days in physical rehabilitation. Dr. Christina Kwasnica, who is overseeing Schmid's rehabilitation, said he has gone from practicing sitting in a chair to doing rehab three hours a day. She described his recovery so far as amazing but hesitated to make any predictions of what "normal" would be for him.

"It's so early in Sam's injury. We have no idea where the ceiling is," Kwasnica said.

While he will be able to spend Christmas day with family in Phoenix, Schmid will not officially be released until next week. His brother, John, based in Tucson, will relocate to Phoenix so Schmid can continue rehabilitation on an out-patient basis.

Schmid, who is a business major and was coaching basketball at a University of Arizona recreation center, is holding onto the belief that he can get back to what his life was like before the accident.

"I see myself leaving the house, going to school, work, basic things like that," Schmid said. "I just want my life to be what it used to be."

Video: Six dead as blizzard slams Southwest, Great Plains

>> we begin with that major storm that's making travel and nightmare from new mexico to kansas . we'll be talking to al in just a moment. but first the weather channel 's mike seidel is in garnden city, kansas , with more. mike, i'm sorry to see you out there in it. what can you tell us?

>> reporter: i can tell you it's still snowing and blowing. you get a sense of what happens when you have 50-mile-an-hour winds. we've had drifts as high as ten feet in parts of southeastern colorado . take a look at some of the pictures overnight. actually we had winds clocked in new mexico of 72 miles an hour, up to two feet of snow in parts of new mexico and this has shut down a lot of highways. there are blizzard warnings in parts of six states. here the windchills are in the single numbers, some of the coldest windchills we've seen in a rather lackluster december. only 50% of the average snowfall has fallen and only 25% of all the snow we dug out last december. now, these blizzard warnings will last in some areas until noon. once the winds back off, we'll lose that ability of drifting, but still a lot of roads are closed this morning and just about everything is shut down here across the high plains . ann.

>> mike, listen, a lot of people who are on the roads that want to travel. what is the advice this morning given this storm about whether people should stay inside instead?

>> reporter: people should sit tight . we have parts of three major interstates shut down, i-70 kansas , i-40, a huge stretch from albuquerque to amarillo is closed and i-25 up in northeastern colorado . a lot of secondary roads . here in garden city you can't go south, you can't go west, you to sit tight . remember yesterday a lot of this began as rain and froze so under the snowpack is a layer of ice. last night we saw a lot of tractor-trailers, a lot of spinouts, a lot of wrecks. the only thing missing this morning, ann, is al roker . he was supposed to be here.

>> let's get to al roker . al was, in fact, heading to kansas as well when mother nature intervened so this morning he's in a very frigid area of aurora, colorado . al, good morning to you.

>> reporter: yeah, good morning. we're just outside of denver . what happened, by the time we landed, all of the flights from denver into kansas were cancelled. and so we decided we rented an suv and we were driving i-70, got to limon and they shut down i-70 of the some of the other secondary roads that we could have taken. there's a twitpic that i had sent, whiteout conditions, blowing and drifting snow , so we ended up saying, you know what, the heck with this, let's head back to denver because we did not want to be one of those people you see stranded on the side of the road or in a ditch. now here's the deal, we do have winter storm warnings and blizzard warnings out for today for, again, parts of colorado on into also oklahoma, kansas . i mean we've got some rough weather to talk about. look at the latest radar. you can see we still have snow wrapping around this low-pressure system. it is starting to weaken, but here's the track of the storm as it makes its way pushing up to the north and east . as it does, that snow does start to lessen. we'll be looking at about another 2 to 6 inches of snow generally in the areas that already got that snow and then as it pushes north, we're amazingly going to be looking at a lot of wet weather and stormy weather . carl.

>> al, i'll talk to you soon and get the rest of your forecast in a bit.

Average 30-year loan rate ties record: 3.94 pct. (AP)

WASHINGTON ? The average rate on the 30-year fixed mortgage has dropped to 3.94 percent, the record low set in October.

Low rates offer a historic opportunity for those who can afford to buy or refinance. Still, many people either can't take advantage of the record-low rates or have already done so.

The rate on the 30-year home loan fell from 3.99 percent the previous week, Freddie Mac said Thursday. This week's 3.94 percent average matches the lowest on records dating to the 1950s.

The average on the 15-year fixed mortgage fell to 3.21 percent from 3.27 percent. That's also a record.

Rates could fall further still. Many economists think the yield on the 10-year Treasury note could creep lower in 2012. Long-term mortgage rates tend to track the 10-year Treasury yield.

Should the Federal Reserve launch a new program of bond purchases in the coming months to try to help the economy, that could further drive down mortgage rates.

Rates have been below 5 percent for all but two weeks this year. Even so, this year could end up as the worst for home sales in 14 years.

Frank Nothaft, Freddie Mac's chief economist, said that despite the super-low loan rates, foreclosures and falling home values have created a "rough environment for housing."

Sales of previously occupied homes are just slightly ahead of last year's dismal sales figures ? and those were the worst in 13 years. New-home sales appear headed for their worst year on records dating back half a century.

Mortgage applications have risen slightly in recent weeks but are up from extremely low levels, according to the Mortgage Bankers Association. Last week, refinancings rose more than 9 percent, while loan applications to buy homes fell more than 8 percent.

Some lenders have reported an increase in applications through the Obama administration's refinancing program. That program was broadened in October to allow up to 1 million more homeowners lower their mortgage payments. But the MBA said such government-assisted loans account for just a small portion of refinancing.

High unemployment and scant wage gains have made it harder for many people to qualify for loans. Many Americans don't want to sink money into a home that could lose value over the next three to four years.

The average on the 30-year fixed loan has been below 5 percent for all but two weeks in the past year. And many homeowners who have the necessary credit and home equity to refinance already have.

To calculate average the rates, Freddie Mac surveys lenders across the country Monday through Wednesday of each week.

The average rates don't include extra fees, known as points, which most borrowers must pay to get the lowest rates. One point equals 1 percent of the loan amount.

The average fee for the 30-year loan rose to 0.8 from 0.7; the average on the 15-year fixed mortgage was unchanged at 0.8.

For the five-year adjustable loan, the average rate fell to 2.86 percent from 2.93 percent. The average on the one-year adjustable loan ticked up to 2.81 percent from 2.8 percent.

The average fee on the five-year loan rose from 0.5 to 0.6. And the fee on the one-year adjustable loan was unchanged at 0.6.

Taylor's "National Velvet" script sells for $170,500 (Reuters)

(Reuters) ? Elizabeth Taylor's script for the movie "National Velvet" -- which made her a star at age 12 -- sold for more than 50 times its estimate on Friday as the New York auction of the actress's jewels, clothes, art and memorabilia neared its close.

Christie's auctioneers said the 1944 "National Velvet" script, bound in lilac leather, was sold to a private U.S. buyer for $170,500 on Friday. It's pre-sale estimate was $2,000 - $3,000.

A drawing of lips inscribed to Taylor by Andy Warhol sold for $242,500, and was among the priciest items bought on the fourth day of the auction.

Friday's total sales were $4.4 million, including commission, taking the auction sales so far this week to $154.2 million. An online-only sale of some 1,000 lower-priced items from Taylor's estate continues through Saturday.

Christie's chairman Marc Porter said the response to the auction so far had been "nothing short of overwhelming with multiple bidders competing for every lot."

Taylor, regarded as one of the last great Hollywood legends, died of congestive heart failure in March at age 79.

Her fabled collection of ruby, diamond and emerald jewelry -- many of them gifts from two-time husband Richard Burton -- attracted the biggest interest, selling for a total of $116 million earlier this week.

Fed sees risks from Europe, some improvement in U.S. (Reuters)

WASHINGTON (Reuters) ? The Federal Reserve on Tuesday warned that turmoil in Europe presents a big risk to the U.S. economy, leaving the door open to possible further steps to boost growth even though it noted a somewhat stronger labor market.

The central bank said the U.S. economy was "expanding moderately" despite an apparent slowing in the world economy. But while there had been "some" improvement in the job market, unemployment remained elevated and housing depressed, it said.

"Strains in global financial markets continue to pose significant downside risks to the economic outlook," the Fed said after a policy meeting, alluding to pressures stemming from the debt crisis in the euro zone, which has raised concerns about tighter credit in the United States.

Some investors had speculated that the Fed might show more urgency about moving ahead with new measures to help the economy.

U.S. stock prices fell, while prices for government debt rose. The dollar, which has been pressured by the Fed's huge-bond-buying programs, gained against the euro.

The Fed's statement was little changed from the one made after its last meeting in early November, although the U.S. central bank pinned uncertainty for the U.S. economy more squarely on events in Europe.

While in November it said risks to the outlook included global strains, on Tuesday it cited only the risk of volatility abroad.

Most economists have said the Fed's next meeting on January 24-25 would be the more likely occasion for any new moves to add to the U.S. central bank's already extraordinary push to bring down borrowing costs and help growth.

FOCUSING ON RISKS

Tuesday's statement touched only lightly on signs of improvement in the economy's performance.

"They are certainly ready to lean against the wind should the economy falter," said Cary Leahey, managing director at Decision Economics in New York.

The Fed offered no new guidance on the changing way it communicates its policies to financial markets; Fed Chairman Ben Bernanke has made increased transparency a hallmark of his six years in charge of the central bank.

It also repeated that it expects inflation to settle at levels at or below those consistent with its price stability mandate.

For a second time running, Chicago Fed President Charles Evans dissented against holding policy steady, saying he favored additional easing now.

The U.S. central bank has held overnight interest rates near zero since December 2008 and has bought $2.3 trillion in government and mortgage-related bonds in a further attempt to stimulate a robust recovery.

Fed officials are divided among those who think high unemployment and sluggish growth require more action and those who view the central bank's already-aggressive efforts as bordering dangerously on an invitation to inflation.

Some influential policymakers, including Vice Chair Janet Yellen, have suggested they would be inclined to take additional steps if growth fails to pick up.

LOOKING TO 2012

Changes to the Fed's voting line-up for 2012 will remove three policymakers known to favor a hard line against inflation, while adding only one such "hawk," suggesting support for further easing may strengthen in coming months.

The Fed's activist approach to pulling the economy out of recession and buoying a tepid recovery stands in contrast to the European Central Bank, which has been more tentative. The ECB held interest rates steady until November before delivering two rate cuts as the euro zone began to slide toward economic contraction.

Moreover, ECB President Mario Draghi disappointed financial markets last week by downplaying prospects the central bank would launch an aggressive bond-buying program to ease strains in the region.

So far, the U.S. economy has shown little impact from the events in Europe.

The jobless rate tumbled 0.4 percentage point to 8.6 percent in November, factory activity has quickened and businesses are restocking depleted shelves.

Consumer spending also appears reasonably solid, although a softer-than-expected report on November retail sales on Tuesday offered a hint that spending could be flagging.

The U.S. economy expanded at a 2.0 percent annual rate in the third quarter, a welcome acceleration from a sub-1 percent pace over the first half of the year. Forecasters hope growth will top a 3 percent rate in the current quarter.

However, analysts say the recovery's current strength is partly a snapback from the weakness earlier in the year and caution that a return to more sluggish growth is likely, particularly with a European recession brewing.

INTERNAL DEBATE

Many observers believe the Fed will take steps to stimulate growth in 2012, first through communications measures that drive home the expectation that interest rates will not rise for a long time and then possibly through more bond buying.

Yellen has said the Fed could reinforce its ultra-accommodative monetary stance by publishing policymakers' forecasts for the path of interest rates. Officials are also debating whether to adopt an explicit target for inflation.

The first step would reassure skittish markets that the Fed is not about to tighten policy any time soon. The latter would aim to dispel any doubts about the central bank's commitment to keeping inflation low.

Top officials have also remained open to adding bonds to the central bank's already-bloated portfolio.

Some have said the Fed should resume purchases of mortgage-backed securities to help revive the depressed housing market; others would prefer to stick with purchases of U.S. government debt.

Ousted shah's son wants Iran leader tried in court (AP)

PARIS ? The exiled son of the toppled shah of Iran plans to ask the United Nations to bring Iran's supreme leader before an international court on charges of crimes against humanity.

Reza Pahlavi's father, the late Mohammed Reza Pahlavi, was ousted in Iran's 1979 Islamic Revolution. The ultimate leader of the government that runs the country now is a cleric, Ayatollah Ali Khamenei.

Pahlavi is among exiles working for regime change in Iran. He said at a Paris news conference Thursday that Khamenei must be held responsible for executions, jailing and torture of political dissidents.

Pahlavi says he will submit a complaint about Khamenei to the five permanent U.N. Security Council members along with a report of the cleric's alleged crimes that will be constantly updated.
